Enables fragment shader test for impeller (fixes mat2 on vulkan) (#181013)
This rearranges the packing of mat2 fields in structs which was causing
an existing fragment shader test to fail.

The test still doesn't work on Metal, but this PR fixes it for Vulkan. I
suspect the fix for metal may be similar but since the uniforms aren't
in a virtual struct the code isn't hitting this fix.

Fixing getPositionForOffset (#180913)
It had few bugs and also baseline APIs for WebParagraph were not
implemented (they make little sense but still)

[Android] Add display corner radii support. (#179219)

Unblocks https://github.com/flutter/flutter/issues/178463

### Description

This PR focuses only on the Android side.

As was discussed in https://github.com/flutter/flutter/issues/97349, the
iOS API for getting display corner radii is private. The only safe way
to get the radii values is to generate a lookup table ahead and use its
values at runtime. I would be happy to work on the iOS implementation in
a separate PR after this lands.

- Adds `displayCornerRadii` in the physical pixels to the engine's
window metrics
- Adds `displayCornerRadii` support on the Android API 31+
- Adds `displayCornerRadii` in the logical pixels to the `MediaQuery`
- Adds and updates tests

Migrate calls from the now deprecated SkPathMeasure::getSegment which
took SkPath to the new version of SkPathMeasure::getSegment which takes
SkPathBuilder.

[skia] Remove VMA from build logic (#181183)
Skia is disabling the automatic use of an internal Vulkan Memory
Allocator when no memory allocator is specified.

Flutter already [disables
VMA](ae5c3603d0/tools/gn (L615))
and uses `flutter::FlutterSkiaVulkanMemoryAllocator::Make` to handle
this memory. Thus, we can delete the GN logic (which is always off).

Improve the algorithm for rounded superellipse paths to work better at very large ratio (#180453)
This PR uses a new algorithm that approximates the superellipse curve
with two conic curves, instead of one cubic curves. This algorithm works
much better at very large ratio. Fixes
https://github.com/flutter/flutter/issues/179875 .

A new playground is added in this PR to show enlarged corner of a
rounded superellipse at very large ratio and compares its path version
and filled version.

As the following video shows, the flat segment of the superellipse curve
is the hardest to approximate, since most of its curvature happens near
the right end. The best that a single cubic curve can do is close to a
straight line.

Although the largest deviation is only ~1e-6, the "feeling" from the
lack of curvature is sensible as shown in the following screenshot.

Add support for fetching array uniforms by name (#180647)
Adds support for fetching objects representing array Uniforms of type
float, vec2, vec3, and vec4. Happy new year!

Before this change, setting an array of uniforms was verbose.
```glsl
uniform vec3[2] uColors;
```

```dart
shader.setFloat(0, 1.0);
shader.setFloat(1, 0.0);
shader.setFloat(2, 1.0);
shader.setFloat(3, 0.0);
shader.setFloat(4, 1.0);
shader.setFloat(5, 0.0);
```

After this change, we have:

```glsl
uniform vec3[2] uColors;
```

```dart
final colors = shader.getUniformVec3Array("uColors");
colors[0].set(1.0, 0.0, 1.0);
colors[1].set(0.0, 1.0, 0.0);
```

- Adds a class UniformArray to represent uniform arrays in Dart.
- Adds a bunch of methods that construct these arrays for various
datatypes
- Adds tests
- Also removes some of the awkwardness in the _getUniformFloatIndex
function by replacing that function entirely

Remove use of SkDeserialProcs::fTypefaceProc (#181047)
SkDeserialProcs::fTypefaceProc took a void* and size_t, but the
expectation was that the void* was a SkStream** and the size_t was
always sizeof(SkStream*). Users should now use the less confusing
replacement SkDeserialProcs::fTypefaceStreamProc which takes an
SkStream&.

Migrate gradient creation to the new SkShaders API (#180766)
Update calls from the deprecated SkGradientShader::MakeLinear and
SkGradientShader::MakeRadial to the new SkShaders::LinearGradient and
SkShaders::RadialGradient functions. This implies updating the gradient
color specifications from SkColor to SkColor4f. The macro
SK_SUPPORT_LEGACY_UNSPANNED_GRADIENTS is removed.

Fix bug in multisurfacerenderer where canvases do not have "position: absolute" (#181053)
When using MultiSurfaceRasterizer, the on-screen canvases did not have
`position: absolute`, causing layout issues when platform views with
overlaid content was rendered.

Remove setup_hooks.dart and move _setupHooks back into natives.dart (#181008)
_setupHooks had been extracted into a separate file as part of Impeller
Scene, which was later removed from the engine.

setup_hooks.dart was not distributed with Flutter releases, and the
reference to a nonexistent file in the dart:ui library caused issues for
tools like source_gen

Add support for reduced motion/disable animations on the web (#180041)
This PR listens to changes to the value of the `(prefers-reduced-motion:
reduce)` media query to update the `reduceMotion` and
`disableAnimations` properties of the `AccessibilityFeatures`
configuration object.

This is achieved by introducing a new `MediaQueryManager` object to the
`EnginePlatformDispatcher` that handles handles all the engine
configuration values that are driven by media queries: "reduced motion",
"high contrast" and "dark mode".

Unifying the code paths of all these values, allows this PR to slightly
increase testing coverage of those values, by injecting fake browser
events in the `platform_dispatcher_test.dart` file.

Add missing 'throw' to ImageFilter.shader's validation check (#180923)
An error StringBuffer was created and populated, but was left unused.
This PR `throw`s it.

This fixes and re-enables fragment_shader_test.dart's ImageFilter error
test. The test is re-enabled as an impeller-only test because
ImageFilter.shader requires impeller.

Fix 'ImageFilter.shader can be applied to canvas operations' test (#180929)
The test draws a red pixel onto a canvas with an ImageFilter that swaps
colors channels with
`frag_color = texture(u_texture, FlutterFragCoord().xy / u_size).bgra;`.

This PR fixes two things:
- When reading the output color, we can't construct a `Color` directly
from the byte data. The byte data is RGBA. But the `Color` int
constructor takes ARGB. So this was incorrectly reading the output
color. Instead, read the RGBA components individually and use them to
construct a color with `Color.fromARGB`.
- The input color red, when given to the color-swapping `bgra` shader,
outputs blue (0xFF0000FF), not green (0xFF00FF00).

[canvaskit] Fix image decoding in CPU-only mode (#180706)
In CPU-only rendering mode, we were using
`MakeLazyImageFromTextureSource` which only works if a WebGL context is
available (which it isn't in CPU-only mode). This fixes the problem by
using `MakeImageFromCanvasImageSource` which uses a 2d canvas when we
have fallen back to software rendering.

Move all getUniformX tests to web_ui/test. (#180910)
- Moves all the existing web tests for getUniformX to web_ui/tests.

- Commits shaders to github in addition to the impellerc generated
string. Had to manually translate them from the dumped SKSL string to
GLSL and recompile, there may be small differences.

- Updates the impellerc generated strings

Does not fix the web testing build system to have this happen in a
non-brittle way. That should happen at some point.

[Impeller] Fix crash trying to check for duplicate vertices in shadow_path code (#180920)
The new general convex path shadow code was checking for duplicate
vertices without actually checking if the vectors contained any
vertices. Thus, <vector>.back() was being called on empty vectors, which
is bad. This led to a crash in G3 as their code is being run with a
vector implementation that protects against this, but apparently we do
not have such a vector implementation in our local building and testing.

No tests because this covered by existing test cases and a new
FML_DCHECK, however I'm not sure if we have DCHECKs enabled in CI...?

Add build-time checks for ImpellerC's SkSL compiler (#180861)
Adds build-time checks for ImpellerC's SkSL compiler in two places:
- The `CompilerSkSL` class in `spirv_sksl.cc` generates the compiled
SkSL from the user's input shader code. It has an existing
`detect_unsupported_resources` method which analyzes the generated
`ParsedIR` to detect various features that SkSL does not support (e.g.
UBOs and SSBOs, push constant blocks, and user specified inputs). This
PR adds additional checks to `detect_unsupported_resources` to detect
array initialization using array initializers (e.g. `float[](1.0,
2.0)`), which is not supported by SkSL. This specifically addresses
#125630.
- In the main `Compiler` class in `compiler.cc`, when compiling to SkSL,
validate the compiled SkSL by using it to create a `SkRuntimeEffect`.
Some invalid SkSL cases, like array assignment (`float[2] float_array =
another_float_array;`) are hard to detect from the `ParsedIR`, so
`CompilerSkSL` does not attempt to detect these invalid cases. The
validation added in `Compiler` will catch all of these cases after SkSL
compilation. The error messages produced from this validation are less
informative than error messages from `CompilerSkSL`'s checks. It
surfaces the error produced by Skia's SkSL parser and outputs the entire
generated SkSL file (which can be substantially different from the
user's input shader code).

Fixes #125630.

Re-prioritize pipeline compile jobs and perform them eagerly instead of waiting. (#180022)
Also, removes "lazy shader mode" and re-enables eager PSO pre-flight.

Impeller eagerly sets up the entire set of pipeline state objects (PSOs)
it may need during renderer setup. This works fine on mid to high-end
devices as the setup completes well before the first frame is rendered.

However on low-end devices, not all PSOs may be ready before the first
frame is rendered. Low-end device usually don't have as much available
concurrency and are slower to boot. On these devices, the rendering
thread had to wait for the background compile job to be completed. It
was also observed that the relatively higher priority render thread was
waiting on a background thread to finish a PSO compile job. The PSO
compile job could also be stuck behind another job that was not
immediately needed. This made the situation on low end devices less than
ideal.

To ameliorate this situation, a stop-gap was introduced called "lazy
shader mode". This disabled PSO pre-flight entirely and only dispatched
jobs when they were needed. This ameliorated somewhat the issue of
unneeded jobs blocking the eagerly needed job but the other issues
remained. It also meant that one could expect jank the first time a new
PSO was needed. This mode was not widely used or advertised.

In this patch, the lazy shader mode has been entirely removed and eager
PSO pre-flight is the default in all configurations. Pipeline compile
jobs are now handled by a separate compile queue. This queue operates
like a transparent concurrent worker pool job dispatcher in the usual
case. However, when the pipeline for a specific descriptor is needed,
instead of waiting for the job to complete, the queue allows the job for
that descriptor to skip to the head of the queue and be performed on the
calling thread. This effectively make the calling thread do the job
instead of waiting. Another nice side effect of this behavior is that
the higher priority thread is now doing the job it was previously
waiting on.

This fixes all issues on lower end devices except one. During eager
pre-flight, it would still be better if PSO compile jobs for that were
somehow divined to be needed first were towards the front of the
pre-flight queue. After all, only a handful of rendering features
account for the majority of rendering operations. A future augmentation
to the compile queue would be to allow higher prioritization of more
widely used pipeline compile jobs as instrumented in
https://github.com/flutter/flutter/issues/176660. This task is tracked
in https://github.com/flutter/flutter/issues/176665.

This patch only wires up the compile queue for Vulkan.
https://github.com/flutter/flutter/issues/176657 tracks doing the same
for OpenGL.

The efficacy of the re-prioritizations can be traced using the 
PrioritiesElevated trace counter. On higher end devices, there should
be zero of these.

Enabled some disabled impeller fragment shader dart tests (#180759)
Instead of having a short circuit in a long function we instead sort
skia only tests into their own function. I've also enabled all the tests
that pass.

Add new motion accessibility features to iOS. (#178102)

### Description

This PR implements support for three new iOS accessibility motion
features.
- `Auto-Play Animated Images`: Informs the app when the user has chosen
to pause automatically playing GIFs and other animated content.
- `Auto-Play Video Previews`: Informs the app when the user has disabled
the automatic playback of video previews.
- `Prefer Non-Blinking Cursor`: Informs the app that the user prefers a
non-blinking text insertion indicator in editable text fields.

The original issue requested seven features. I was able to find and
implement features with clear, public, and general-purpose APIs.

The remaining features were not included for the following reasons:

- `Vehicle Motion Cues`: No public API found.
- `Auto-Play Message Effects`: No public API found. This is likely a
feature exclusive to the Messages framework.
- `Limit Frame Rate`: No public API found.
- `Dim Flashing Lights`: There is a public API available
[MADimFlashingLightsEnabled](https://developer.apple.com/documentation/mediaaccessibility/madimflashinglightsenabled()).
It is intended for media playback frameworks. It's unclear if exposing
this feature is necessary or actionable for a general-purpose
application UI.

The `AccessibilityFeatures.swift` was introduced to refactor all native
iOS accessibility logic into a single, dedicated class. This change
moves the responsibility of querying settings and observing
notifications out of `FlutterViewController.mm`, which cleans up the
controller, simplifies future maintenance, and makes logic
unit-testable.

De-interleaves engine dart test output (#180651)
This includes the following changes:
1) Logging output from dart tests is no longer interleaved
1) The backend that is running the test is now printed out
1) `TestingContext` abstraction was added in order to support more
rendering backends in the future
