This change reverts the following previous change:
Currently when using a `CustomScrollView`, screen readers cannot list or
move focus to elements that are outside the current Viewport and cache
extent because we do not create semantic nodes for these elements.

This change introduces `SliverEnsureSemantics` which ensures its sliver
child is included in the semantics tree, whether or not it is currently
visible on the screen or within the cache extent. This way screen
readers are aware the elements are there and can navigate to them /
create accessibility traversal menus with this information.
* Under the hood a new flag has been added to `RenderSliver` called
`ensureSemantics`. `RenderViewportBase` uses this in its
`visitChildrenForSemantics` to ensure a sliver is visited when creating
the semantics tree. Previously a sliver was not visited if it was not
visible or within the cache extent. `RenderViewportBase` also uses this
in `describeSemanticsClip` and `describeApproximatePaintClip` to ensure
a sliver child that wants to "ensure semantics" is not clipped out if it
is not currently visible in the viewport or outside the cache extent.
* `RenderSliverMultiBoxAdaptor.semanticBounds` now leverages its first
child as an anchor for assistive technologies to be able to reach it if
the Sliver is a child of `SliverEnsureSemantics`. If not it will still
be dropped from the semantics tree.
* `RenderProxySliver` now considers child overrides of `semanticBounds`.

On the engine side we move from using a joystick method to scroll with
`SemanticsAction.scrollUp` and `SemanticsAction.scrollDown` to using
`SemanticsAction.scrollToOffset` completely letting the browser drive
the scrolling with its current dom scroll position "scrollTop" or
"scrollLeft". This is possible by calculating the total quantity of
content under the scrollable and sizing the scroll element based on
that.

`postBuild` and `runDebug` custom device commands:

Fix CarouselView demo page is not functional using mouse scroll (#166512)
### Description
This PR seeks to refine the CarouselView API doc sample for Web and
Desktop platforms. On these platforms, mouse dragging gestures do not
provide natural behavior similar to other desktop applications. This PR
will improve the documentation by suggesting appropriate approaches to
users (either using Shift + mouse wheel to scroll the view horizontally
or referring to the instructions for overriding the default
ScrollBehavior if they still want to implement dragging on these
platforms).

I think a better fix is to stop using `dart pub deps --json` and use
@sigurdm's new `.dart_tool/` vendored solution, but that can be a
follow-up change.

Fix TreeSliver rendering offset. (#166442)
Fixes: #166326

The issue lies only in the `paint` method, and there are no problems
with `tester.getTopLeft`. Therefore, I used a golden file test.

[Impeller] disable no decal metal test. (#166771)
Fixes https://github.com/flutter/flutter/issues/166020

This test is invalid because the renderer assumes metal/vulkan will
always have decal support (they do, its in base 1.0 for both). DIsabling
decal causes this test to attempt to use a GLES only shader that is not
available on the metal backend.

Fix warnings in FGP (#166727)
Fixes/suppresses all warnings:

1. Fixes https://github.com/flutter/flutter/issues/162695
2. Suppresses warnings about the various `*Variant*` imports that we use
being deprecated, with comments linking to
https://github.com/flutter/flutter/issues/166550 to migrate to the
variant api.
3. Fixes some unused elvis operators and unneeded types provided for
declarations that AGP complains about, e.g. `val fooString: String = "a
string"`, and use of deprecated string related methods.
4. Follows up on https://github.com/flutter/flutter/pull/166277, as we
were getting a warning mentioned in this comment
https://github.com/flutter/flutter/pull/166277#issuecomment-2780184486.
5. Suppresses some warnings about unused code where the analysis
couldn't properly detect it being used (i.e., it isn't unused)

(4) is more opinionated, let me know if you think it should be done in a
follow up.

bump warn agp version from 7.3 to 8.3 (#166555)
Bumping the warn agp version from 7.3 (sept 2022) to 8.3 (feb 2024).
This is because we will likely need to depend on apis available in the
newer versions of AGP as part of our work to migrate to the
public/stable agp api. Warning will not break customers but starts the
clock on being able to bump error version.

I would have also bumped the error version but want to get this in
before the 3.32 cut next monday and adding errors can cause review
delay.

fixes #140701

This PR fixes an issue where a DraggableScrollableSheet with `snap` set
to true and `shouldCloseOnMinExtent` set to true may not close when
dragged downward.

The issue was caused by round-off errors accumulated by `addPixelDelta`
method, which could lead to `extent.currentSize` not matching the
`extent.minSize` exactly when the bottom is reached. I added logic to
correct it when the snapping ballistic animation is complete.

Add RoundedSuperellipseBorder and apply it to CupertinoActionSheet (#166303)
This PR creates a new class `RoundedSuperellipseBorder`, which is the
main way to draw a rounded superellipse with filling and/or stroking.

The new class is very similar to `RoundedRectangleBorder` and shares a
lot of private code, therefore they reside in the same file.

For demonstration purposes, the rounded superellipse is also applied to
`CupertinoActionSheet`, whose cancel button was drawn with the border
class.

(Sadly this demo wouldn't fit for dartpad because rounded superellipses
are not yet supported on Web.)
