81c79d6e1e Fix test utilities 
This fixes following three memory leaks in test utilities.
There is no problem in production code and this CL doesn't affect
any production behaviors.

- SkTypeface leaks due to forget calling SkSafeUnref in dtor.
- MinikinFontForTest leaks during constructing FontCollection.
- FontCollection leaks due to unnecessary AddRef.

* Update libjpeg_turbo

* Update our libjpeg_turbo BUILD.gn file

This brings in this file from upstream:
https://chromium.googlesource.com/chromium/src/+/master/build/secondary/third_party/libjpeg_turbo/BUILD.gn

* We don't always build with libjpeg

...so the libjpeg target isn't always available.

* Use IGNORE_EINTR instead of HANDLE_EINTR when using the `close` syscall wrapper.
* Don't leak the file descriptor used to memory map Dart related artifacts.

c11bf6e6f8 Fix ASSERT in weather demo (#2749) 
Because we're not using array buffers to marshall the vertex data for
drawVertices and drawAtlas, we need to process the paint argument first so that
we don't call Dart_GetField after creating a view into an array buffer.

This patch disentangles dart:jni from //sky/engine and moves it into
//flutter/lib/jni. Eventually dart:ui will move into a peer directory.

fabd183e6f Remove more calls to Dart_GetField (#2745) 
This patch removes a number of the classes that were generating
Dart_GetField calls, particularly related to drawAtlas and drawVertices.
The functions that used these classes now use primatives instead, which
is more efficient.

c6f77f173e Remove Canvas.getTotalMatrix (#2739)

14e2d136aa Always use minikin namespace. 
Here is a new policy of the namespace of minikin.
- All components should be in minikin namespace.
- All tests are also in minikin namespace and no anonymous namespace.

c38b249ef7 Reconstruct the directory structure of minikin tests. 
To add perftests and reuse some utility classes, reconstruct
test directory structure.

- Move unit tests from minikin/tests to minikin/tests/unittests
- Extract utilitiy classes to minikin/tests/utils which will be
  used by perftests eventually.

482e63dfae System chrome platform service updates (#2732) 
1) Add ability to specify a system UI overlay style, to
   provide a hook into the style of the status bar icons on iOS.

2) Migrate the Activity service's task description API to the
   system chrome platform service. The old API will be removed
   once the Flutter repo is updated to use the new API after an
   engine roll.
