Connect the FlutterEngine to the FlutterSceneDelegate (#174910)
Once the `FlutterViewController` is able to get its `UIWindowScene`, pass itself to the `FlutterSceneDelegate` through the `FlutterSceneLifeCycleProvider` protocol. The scene will store the `FlutterEngine` in a weak pointer array. This is an incremental change towards https://github.com/flutter/flutter/issues/174398. Migrate to WidgetPropertyResolver (#175397)
Follow up of https://github.com/flutter/flutter/pull/175396 Migrate the remaining files from `MaterialPropertyResolver` to `WidgetPropertyResolver`. Filter out unexpected process logs on iOS with better regex matching. (#175452)
This PR modifies the pattern matching on what logs to ignore from `devicectl`. Basically any log that starts with a timestamp/process prefix should be ignored unless it has the Flutter engine FML syntax or is prefixed with `flutter:`. See comment in code for examples. Replace .size() == 0 with isEmpty() in PlatformPlugin.java (#175285)

Allow Passing an AnimationController to CircularProgressIndicator and LinearProgressIndicator (#174605)

[Impeller] Disable the render target cache when creating a snapshot in DlImageImpeller::MakeFromYUVTextures (#174912)
Also avoid inserting newly created render targets into the cache if the cache is disabled. (Previously disabling the cache would skip lookups of existing cache entries but would still add new entries to the cache) The image created by DlImageImpeller::MakeFromYUVTextures should not reuse a texture from the cache, and its texture should not be reused by other operations. Update NDK to The Latest Stable (#175365)
Updated ndk to `28.2.13676358`. Android ndk `r28` is required to automatically compile to 16KB page sizes [here](https://developer.android.com/guide/practices/page-sizes#compile-r28). Otherwise extra configurations and flags are required. Have to update the configs in engine first. This is part 1.
