fix: get content hash for master on local engine branches (third attempt) ( #173169 )

The content hash doesn't exist for local engine changes, except for on
CI. If we detect we're on a branch with committed or uncommitted changes
to engine files; use "master".

The first commit in this PR is the previously LGTM'd changes for the
above; with tests.
The second commit is the critical change to make this work in post
submits (fixes #173143 ). It turns out that while LUCI reports the GitHub
private branches; our recipes directly checkout the git sha. This
matters because the content scripts couldn't determine the branch name
and the rev-parse was just HEAD. This lead the scripts down the
merge-base logic, which returns the previous commit.
A test was added specifically for this.
Alternatively to this change, we could have checked for LUCI_CONTEXT
being present in the environment. This is checked by Flutter tools in
some cases, but not by any other scripts in `bin/internal`. The downside
to checking HEAD: if you have a local branch with engine changes and you
move back a revision - `dart`/`flutter` invocations will generate the
hash for your local changes and fail.

The `skia_ports_fontmgr_android_sources` file list is being split. Add

fix: 🐛 Add equality and hashCode implementations to ResizeImage ( #172643 )

This PR adds implementations for `==` and `hashCode` in the
`ResizeImage` class.
#### Reason
Previously, `ResizeImage` instances with identical configuration (e.g.,
same width, height, image provider, and allowUpscaling flag) were not
treated as equal. As a result, comparing two such instances would always
return false, even when they have the same values.
#### Fixes
Closes #172642

Unfortunately we don't have the ability to test the changes on the
autoroller bots beforehand, so we have to resort to landing new
attempts.
## changes since last revert
- Removed usage of `et`. That was doing a `gn desc` call which forced GN
to look for x11 for glfw which relies on `pkg-config` which doesn't
exist on those machines.

Move android_obfuscate_test from devicelab into tools integration.shard ( #169798 )

`android_obfuscate_test` is currently being schedule to run on a limited
devicelab physical phone bot. However, it's only checking if
`--obfuscate` works, not running anything on the device, so can move
into the tools test integration shard.

The test only takes < 2 minutes, spinning up an entire build for it,
especially on a devicelab bot, is wasteful.

[A11y] RangeSlider should have 2 focus node ( #172729 )

internal: b/430179234 : in a11y mode, you can't use tab to focus on the
handles of the rangeslider, only use a11y shortcut to focus on them.
rangeSlider is a widget with 1 renderObject but 2 semanticsNode because
it has 2 inputs, each handle of the rangeSlider has its own actions. To
achieve that, rangeSlider creates its semantics node using the
assembleSemantics function.
For the same reason, rangeSlider should have 2 focus nodes instead of 1,
and it should be linked to semantics to support tab to navigate in a11y
mode.
This PR is to add 2 focus nodes to the range slider, link them to a11y
and also highlight the thumb when focused.

attempts.

- Removed usage of `et`. That was doing a `gn desc` call which forced GN
to look for x11 for glfw which relies on `pkg-config` which doesn't
exist on those machines.

`debugCheckCanResolveTextDirection`.

[web] ClickDebouncer workaround for iOS Safari click behavior ( #172995 )

It turns out iOS Safari in some cases tracks timers that are scheduled
from within a `pointerdown` listener, and it delays the `click` event
until those timers have expired (with a max waiting time of 350ms or
so).
The `ClickDebouncer` sets a timer of 200ms to see if a `click` event is
received by then. But because of the Safari behavior explained above,
the `click` event will always arrive right after the `ClickDebouncer`'s
timer, so we always misattribute the `click` event.

Add a SliverList code sample ( #172986 )

This adds a code sample to `SliverList`. It shows off the
`SliverList.builder` convenience constructor. Hopefully this will guide
LLMs to using this instead of manually creating a delegate.
