[flutter_tools] Enable hot reload on the web ( #169174 )

[flutter_tools] Enable hot reload on the web
Update the defaults so hot reload is enabled on web development builds
by default.
This enables the use of a new module representation in the compiled
JavaScript.
Passing `--no-web-experimental-hot-reload` will disable the ability to
hot reload
and return to the AMD JavaScript module representation.
This change avoids enabling hot reload in the flutter drive tests since
they rely on
`-d web-server` which has known startup issues. When
https://github.com/dart-lang/sdk/issues/60289 is
resolved it should be safe to enable hot reload by default for the
`flutter drive`
tests.

Support software rendering on Linux ( #166307 )

This can be enabled by setting the environment variable
FLUTTER_LINUX_RENDERER=software.
The purpose is to be able to test Flutter OpenGL Linux issues by running
you app in this mode. In the future this could be enhanced to
automatically switch to software if OpenGL support is not available.

Change lint ignore comment to use unawaited ( #169622 )

I believe using `unawaited` is the more idiomatic way to escape the
`unawaited_futures` rule.
The specific motivation here is that we are going to change the offset
at which this lint rule reports. In this case it will report at
`.catchError` instead of `imgElement!`. So we could either move the `//
ignore` comment, or switch to `unawaited`.

I have to factor out abstract class for RadioGroupRegistry and
RadioClient which are subclassed by RadioGroupState and RawRadio
respectively.
I have to do this because the RadioListTile that has 2 focusnode one for
listTile and one for the radio it builds. The issue is that RadioGroup's
keyboard shortcut has to tightly couples with the focus node of each
radio, but the radioListtile has to mute the radio's focusnode so it can
act as one control under keyboard shortcut

Therefore i abstract the out the logic of RadioGroup so that another
widget can participate by implementing the interface.

[Impeller] Fix flakes in the CommandPoolRecyclerVKTest suite ( #169785 )

The vector of API calls returned by GetMockVulkanFunctions is not thread
safe. The tests need to wait for the the background thread used by
CommandPoolRecyclerVK to finish reclaiming resources before checking for
mock Vulkan calls.

Check to see if previous page is laid out before starting hero flight ( #169633 )

Fixes #168267
When going back to a page that never rendered with a hero transition,
the app was hanging. This adds a check to see if a page needs to layout
before starting the hero flight, and if so, adding a frame delay.

I don't want to skip building native assets and sweep the actual cause
of this under the rug. If native assets would be used, the app build
would succeed but accessing the assets would fail at runtime. It seems
the project path should always occur as a package root in the package
config json. So this is a state error.

Symlink SwiftPM plugins in the same directory ( #168932 )

This PR symlinks SwiftPM plugins in the same directory so that they're
relative to each other and the `FlutterGeneratedPluginSwiftPackage`.
This allows plugins to depend on each other via relative paths.
For example,
> Flutter/ephemeral/Packages/.packages/plugin_a --> symlink -->
/local/path/to/plugin_a
> Flutter/ephemeral/Packages/.packages/plugin_b --> symlink -->
/path/to/.pub-cache/plugin_b
Then in plugin_b's Package.swift, you can do the following to add a

## Description
This PR reverts the change from [Fix NavigationBar indicator overlay
color](https://github.com/flutter/flutter/pull/164484 ) as it leads to
several regressions.
The change was very small: replacing a Container (which obscured the
overlay) with an Ink. Unfortunately this leads to some rendering issues
which seem related to the Ink painting not being fully in sync with the
animation logic implemented by `NavigationIndicator`.
I investigated this but did not find an obvious solution. So I would
prefer to revert https://github.com/flutter/flutter/pull/164484 as the
issue it fixed has less impact than the regression.
cc @justinmc for review and also in case you have some clue about why an
Ink would cause such problems compared to a Container.

[Impeller] Directly tessellate arc operations ( #169402 )

Currently arcs are rendered by creating/allocating a Path and using the
path rendering code. We now directly tessellate most arcs (all filled
arcs and any stroked arcs that avoid "use_center" and "round caps")
using the most efficient mechanism to place the necessary vertices into
the host buffers.

- pull request to flutter: checkout the PR, not the merge commit
- local runs: update utils.dart to safely call terminal width
Now `act -W .github/workflows/tool-test-general.yml` works locally on
the command line.
Future improvements:
- Offer another way to set the "version" rather than tags; this causes a
longer checkout time.
- Multi-proc the tests and use as many cores as possible?
- Solve for packages downloading?
3.5 minutes isn't terrible.

## **BREAKING CHANGE**
Adopting Apple's UISceneDelegate protocol shifts the initialization
order of apps. For the common cases we've made sure they will work
without change. The one case that will require a change is any app that
in `-[UIApplicateDelegate didFinishLaunchingWithOptions:]` assumes that
`UIApplicationDelegate.window.rootViewController` is a
`FlutterViewController` instance. Users should follow the [migration
guide](https://docs.google.com/document/d/16WsqYbANmhupw-gxGPQPZ9B3yz1YBIviS-N1UyIQNSE/edit?tab=t.0#heading=h.txry2otwqko3 )
to update that usage.

Demonstrates running Linux tool-tests-general running on workflows.
Can be run locally using ACT: `gh act --workflows
".github/workflows/tool-test-general.yml" --secret-file "" --var-file ""
--input-file "" --eventpath ""` - except this works only in VSCode since
tty isn't attached.

Don't show SystemContextMenu for SelectableText ( #169238 )

Goes back to using the Flutter-drawn context menu for SelectableText.
Currently, SystemContextMenu requires an active text input connection to
work. This snuck in because SelectableText is based on EditableText.

Adds missing localization generation for widget translations
I ran into this issue when I was trying to generate files for
https://github.com/flutter/flutter/pull/169150/files , and found out the
files were being generated for cupertino and material but not widgets.
