This change reverts the following previous change:
Changes our cipd hosted android sdk+ndk bundle to no longer modify
directory structure from what Android directly provides, allowing AGP to
find the ndk automatically and preventing downloading.
1. Changes the `create_cipd_packages.sh` script so we don't move the ndk
2. Uses the new script to upload a
[36v4unmodified](https://chrome-infra-packages.appspot.com/p/flutter/android/sdk/all/linux-amd64/+/version:36v4unmodified)
bundle
3. Changes DEPS+ci.yaml to reference the new bundle
4. Changes GN build rules accordingly
5. Removes special config in existing build.gradle files to point at the
location of the ndk - agp should now know where it is without conig
6. For some tests, passes in an environment variable pointing to the ndk
location, to override the environment variable passed by the recipes.
This variable is respected by the tool, so the recipes passing it,
pointing to the wrong place, is problematic. After this change lands we
can stop passing it in the recipes, and then we can remove this special
config in the tests. But adding it temporarily allows us to make this
change without coordinating a recipes change at the same moment, and
probably breaking things out of band.

Script used to upload 34v7 with ndk 26.1.10909125
Added documentation for how to check for write access before running script.
Added documentation for why the ndk is in a non standard location.
Protected against silent ndk failure caused by a failure to download ndk on m1 macs https://github.com/flutter/engine/pull/47609#issuecomment-1800207937
Clean up os override so that script does not dirty the environment variables in a shell where it is run.
See https://github.com/flutter/flutter/issues/117973 for more detail on why a newer ndk is required.
The difference between this PR and the original is the change to the `AndroidManifest.xml`. For context, right before the original PR landed, [a change to upgrade the target sdk](https://github.com/flutter/engine/pull/47683) in the manifest from 31 to 33 landed. It also removed the lint complaining about using an old target sdk version from the baseline lint file. So this change upgrading the sdk, but not the target sdk in the manifest, triggered the lint again.

Upgrades to android api 34
Also:
1. Upgrades to java 17 in DEPS/ci, because the linter now requires it.
2. Stops running some roboelectric tests on android apis 16-18, because Roboelectric indicated those versions were unsupported and we don't support them either.
3. Applies the four trivial new suggestions from the newer linter.
4. Updates the baseline lint to include the new non-trivial lint ([fixed in a different PR](https://github.com/flutter/engine/pull/47817/files)).
5. Changes some instances where we were hardcoding android apis as numbers (e.g. `sdk = 16') to use version codes (see the [comment below](https://github.com/flutter/engine/pull/47609#issuecomment-1800308658)).

I can't actually upload the packages: ` Instance registration failed: "user:dacoharkes@google.com" has no required WRITER role in prefix`. I have verified locally that the directory structure is as expected by preventing the tmp folder from being deleted and browsing inside it.
Old structure:
* `sdk/`
* `ndk/`
New structure
* `sdk/ndk/22.xxxx/`
This PR does not yet update any of the DEPS anywhere yet, so we will need to do that after uploading new packages.
Edit: new CIPD packages uploaded with: `~/flt/engine/src/flutter/tools/android_sdk$ ./create_cipd_packages.sh 33v6transitional2` (The script does now allow underscores in the tag.)
