🐛 Normalize generated file paths for the l10n generator (#169467)
Multiple places use non-normalized file paths when generating the
localization files.

The PR normalizes file paths when generating the file list JSON file and
the dependency file.

[Cupertino] Apply RSuperellipse to most Cupertino widgets (#167784)
This PR applies RSuperellipse to most Cupertino widgets. I got the list
by searching for `ClipRRect`, `drawRRect`, and `BoxDecoration` (with
`borderRadius`) through the package. They're replaced by
`ClipRSuperellipse`, `drawRSuperellipse`, and `ShapeDecoration`
respectively.

There are a few widgets that I didn't apply:
* `CupertinoTextField` as well as its related widget
`CupertinoSearchTextField`, because `CupertinoTextField` expects a
`BoxDecoration` argument. Migrating it is nontrivial and will take place
in a separate PR.
* `CupertinoTextSelectionToolbar`, because it seems complicated
(containing a lot of paths). I wonder if it's possible to replace the
clipPath with clipRRect/clipRSe for better performance.
* `CupertinoSwitch`. I suspect it's not an squircle since it tightly
contains a full circle.

Fixes https://github.com/flutter/flutter/issues/13914.

Precise browser resizing with integration_test and driver (#160678)
Fixes #136109 P2
Related #148028 P1

Roadmap:
- [x] find why not working (described in #136109)
- [x] create new API with backward compatibility
(`--browser-dimension=393×852@3`)
- [x] fix edge cases
- [x] internal testing
- [x] add documentation (flutter drive -h)

This PR:
- Fixes Chrome bug from dart side
- Adds pixelRatio mobile emulation in web
- Adds new notation: 393,852 -> 393×852[@1]
- Leaves previous behavior as it was, so 393,852 will give wrong size
until Chrome will fix it. But you can use 393×852@1.

For release/profile builds `generic/platform=macOS` was chosen because
these configurations are "fat" (includes all arches) so it is a
preferred way of building device-agnostic actions such as `xcodebuild
build`, as per `xcodebuild` documentation.

Also, kudos to @zhibisora. This PR is heavily inspired by
https://github.com/flutter/flutter/pull/148920. Although, I failed to
properly rebase it onto current master (you know, monorepo merge and
format changes).

This change reverts the following previous change:
Reland after #169357.

Switch Flutter to use pub workspaces as a preparation to unpin selected
packages.

Assumptions:

1. No packages in this repository are published to pub.dev --> We can
use `any` dependencies in most local pubspecs, as the global constraint
defines the version. An exception are the packages used outside of this
repo with an `sdk` dependency, namely `flutter_localizations`,
`flutter_test`, and `flutter`.
2. The "universes" `{flutter_tools}` and `{flutter,
flutter_localizations, flutter_goldens}` can use different packages
versions, as they are not resolved together. --> We do not need to
upgrade them in sync, we can first do one "universe", then the other.

Based on these assumptions, we use
https://github.com/mosuem/pubspec_merger.dart to merge all packages in
the `flutter` universe into a top-level pub workspace.

The `flutter` and `flutter_tools` workspaces being separate also ensures
that changes to `flutter` will not inadvertently break `flutter_tools`,
with not-so-nice consequences for our users which would be unable to run
`flutter upgrade`.

There is a third "top-level" pubspec besides `./pubspec.yaml` and
`packages/flutter_tools/pubspec.yaml`, namely
`packages/flutter_tools/.../widget_preview_scaffold/pubspec.yaml`. This
is an artifact due to it living under `flutter_tools`, so it can't be
part of the `./pubspec.yaml` workspace. Moving it would be a larger
change, and out of the scope of this PR.

This required a rewrite of the update-packages tool, but the main
functionality stays the same, as well as the argument names, to ensure a
seamless transition.

Fix wrong path in 'archives' for release mode iOS DDM artifacts. (#169448)
This is intended to fix a bug where DDM iOS builds were not working in
release mode and failing at runtime with an error like:
```
Failed to find snapshot at /private/var/containers/Bundle/Application/CA6AA16E-2C5E-4C1F-A650-E48AC9AC68BD/my_app.app/Frameworks/ios.framework/ios.assets/kernel_blob.bin:
```

I think what was happening is the Google internal build infra was trying
to create a release mode app with no kernel_blob.bin etc, but it
actually contained a flutter.so built for debug mode which was expecting
to find kernel_blob.bin.

See internal bug b/419694561 for full context.

Correct calculation for CupertinoTextSelectionToolbar vertical position (#169308)
[Size CupertinoTextSelectionToolbar to
children](https://github.com/flutter/flutter/pull/133386) made a slight
mistake when calculating if the toolbar should be above or below the
text field.

Doubling the toolbar arrow height in the `_isAbove `calculation added a
buffer of its height (7.0) within which the toolbar would be positioned
below the text but have its arrow still pointing downwards. This is why
[I was only able to reproduce the bug within a 7.0 height
range](https://github.com/flutter/flutter/issues/154812#issuecomment-2774094819).

Start removing Observatory support and references (#169216)
This change removes references to Observatory, including:

 - Deprecated flags
 - Deprecated embedder APIs
 - Outdated documentation
 - Documentation instances where "VM service" should have been used
 - Incorrectly named tests / directories

As a part of this change, `--serve-observatory` is no longer a valid
flag.

Observatory is still available for now via the `_serveObservatory` RPC,
but will be removed in a follow up PR once we've prepared for breakages
in G3.

[Engine] Fast blurring algorithm for RSuperellipse (#169187)
This PR adds a fast blurring algorithm for `RSuperellipse`s with uniform
corner radius, similar to `AttemptDrawBlurredRRect`.

Fixes https://github.com/flutter/flutter/issues/163893. Fixes
https://github.com/flutter/flutter/issues/167366.

This approximate algorithm is implemented by adding additional
retraction to RRect's algorithm. Since they share most the logic, much
effort is made to ensure reasonable code share.

I've also built a playground test `RoundSuperellipseShadowComparison` to
compare the effect between the fast algorithm and the bruteforce
algorithm, and added a macrobenchmark "rsuperellipse_blur".

### Result

The following video shows the reproduction app from
https://github.com/flutter/flutter/issues/167366, which shows much
better framerate on RSE after the PR, almost the same as RRect. (I've
verified that it was much worse without the PR.)

https://github.com/user-attachments/assets/5433af91-c0a1-4b15-9161-cf2280543e27

The following video shows the `RoundSuperellipseShadowComparison`
playground, which compares the fast algorithm (left) against the
bruteforce algorithm (right).

* Pay attention to the cases with small but non zero sigma. They should
be of almost the same shape as those with zero sigma, which skips the
blurring altogether. With this algorithm, the difference between the two
cases are about 1~2 pixel at most.

https://github.com/user-attachments/assets/e26d2d8f-d29e-4db8-9c20-67103d77891c

The following images compare macrobenchmarks "rrect_blur" against the
new "rsuperellipse_blur". (Notice that the avg frame time fluctuates a
lot but at least it shows that they're on par.)

### Open questions
* Should I improve the code share of shader files? Currently they're not
shared mostly because I'm not sure about its gain and cost.

Use baseUri of WebAssetServer for reload_scripts.json (#169267)
This allows embedded Flutter Web apps, hosted on a different URL than
the host app, to hot reload the correct files.

This fixes issues mentioned in:
- https://github.com/dart-lang/sdk/issues/60776
-
https://github.com/flutter/flutter/issues/88434#issuecomment-2888413942

It specifically allows you to use hot reload when debugging an embedded
Flutter Web app, running in the spawned Chrome browser via the `-d
chrome` flag, as mentioned in
https://github.com/dart-lang/sdk/issues/60776#issuecomment-2900498970

## Result

This would result in the following `reload_scripts.json` for an embedded
Flutter web app, running on `localhost:8081`:
```json
[{
    "src": "http://localhost:8081/packages/web_hot_reload/main.dart.lib.js",
    "libraries": ["package:web_hot_reload/main.dart"]
}]
```

## Normal Flutter Web apps

This also adds the baseUri to the maps for normal Flutter Web apps, for
example:
```json
[{
    "src": "http://localhost:54609/packages/web_hot_reload/main.dart.lib.js",
    "libraries": ["package:web_hot_reload/main.dart"]
}]
```
instead of the previous:
```json
[{
    "src": "packages/web_hot_reload/main.dart.lib.js",
    "libraries": ["package:web_hot_reload/main.dart"]
}]
```

While both actually work, I'm not sure if there might be cases in which
this would have another side effect.

This change reverts the following previous change:
Switch Flutter to use pub workspaces as a preparation to unpin selected
packages.

Assumptions:

1. No packages in this repository are published to pub.dev --> We can
use `any` dependencies in most local pubspecs, as the global constraint
defines the version. An exception are the packages used outside of this
repo with an `sdk` dependency, namely `flutter_localizations`,
`flutter_test`, and `flutter`.
2. The "universes" `{flutter_tools}` and `{flutter,
flutter_localizations, flutter_goldens}` can use different packages
versions, as they are not resolved together. --> We do not need to
upgrade them in sync, we can first do one "universe", then the other.

Based on these assumptions, we use
https://github.com/mosuem/pubspec_merger.dart to merge all packages in
the `flutter` universe into a top-level pub workspace.

The `flutter` and `flutter_tools` workspaces being separate also ensures
that changes to `flutter` will not inadvertently break `flutter_tools`,
with not-so-nice consequences for our users which would be unable to run
`flutter upgrade`.

There is a third "top-level" pubspec besides `./pubspec.yaml` and
`packages/flutter_tools/pubspec.yaml`, namely
`packages/flutter_tools/.../widget_preview_scaffold/pubspec.yaml`. This
is an artifact due to it living under `flutter_tools`, so it can't be
part of the `./pubspec.yaml` workspace. Moving it would be a larger
change, and out of the scope of this PR.

This required a rewrite of the update-packages tool, but the main
functionality stays the same, as well as the argument names, to ensure a
seamless transition.

## **BREAKING CHANGE**

Adopting Apple's UISceneDelegate protocol shifts the initialization
order of apps. For the common cases we've made sure they will work
without change. The one case that will require a change is any app that
in `-[UIApplicateDelegate didFinishLaunchingWithOptions:]` assumes that
`UIApplicationDelegate.window.rootViewController` is a
`FlutterViewController` instance. This is sometimes done to register
platform channels directly on the `FlutterViewController`. Instead users
should use the `FlutterPluginRegistry` API's to create platform channels
in `-[UIApplicateDelegate didFinishLaunchingWithOptions:]`, like
`FlutterPlugin`s do.

An example can be seen here:

https://github.com/flutter/flutter/pull/168914/files#diff-9f59c5248b58124beca7e290a57646023cda3ca024607092c6c6932606ce16ee

In extreme cases, like bespoke test harnesses, the startup logic can be
moved to `-[FlutterViewController awakeFromNib]` in a
FlutterViewController subclass.

An example can be seen here:

https://github.com/flutter/flutter/pull/169276/files#diff-dbe39c23a0a380447b90b7559a878dae8564616e0875c4ef0d9e99e02b91adac

## Changes since revert
I changed the init in `//dev/integration_tests/external_textures` from
the UIApplicationDelegate to the FlutterViewController's awakeFromNib.
This is a more appropriate place for initialization post-UISceneDelegate
since it avoids the launch engine altogether. I tried avoiding to make
the big change to prove we could do a small change to migrate that
project. I don't think this big refactor is indicative of what users
will experience. There was a timing assumption in the integration test
that required not using the launch engine at all.

Unpin test/test_core/test_api packages (#169198)
These packages were recently pinned (in
https://github.com/flutter/flutter/pull/168916) due to a bug
(https://github.com/dart-lang/test/issues/2498).

That bug was fixed and new versions of the test packages published. This
change unpins and lets them upgrade to the fixed version.
