[ Tool ] Add support for linux riscv64 architecture ( #178711 )
...
This adds support for buildind desktop linux applications for riscv64 on
the flutter tool, as well as basic riscv64 support for the tool.
This is a first move towards fixing #99963 . Along with
https://github.com/flutter/flutter/pull/178712 that allows building an
engine for `riscv64`, this PR allows me to build and run the flutter
'hello world' app on RISC-V hardware:

This allows someone who built a flutter engine and exposed it on a
webserver to run commands like:
```
export FLUTTER_STORAGE_BASE_URL=http://your-server-url
flutter
flutter doctor
cd example/hello_world && flutter build linux
```
This means that even if Google does not want to support Flutter on
RISC-V officially (hosting the artifacts), community-managed servers
could host the RISC-V flutter engines/artifacts. It also means that
internally, companies using Flutter on RISC-V would just have to build
their engine and setup such a server, and it allows them to use the
upstream Flutter tool.

Add tooling to migrate to UIScene ( #176427 )

Migrates Flutter iOS apps to be compatible with UIScene lifecycle by
migrating the AppDelegate and Info.plist. If the AppDelegate does not
match Flutter's original template exactly, or if the Info.plist is not
found or can't be updated, then prompt the user to migrate manually.
This is hidden behind a feature flag so we can test it out first.

Add data assets ( #174685 )

Refiling of #169273 (reverted in
https://github.com/flutter/flutter/pull/170034 ), which is a refiling of
#164094 , which itself is a rebase of #159675 .
This PR adds bundling support for the experimental dart data asset
feature: Dart packages with hooks can now emit data assets which the
flutter tool will bundle.
It relies on flutter's existing asset bundling mechanism (e.g. entries
in AssetManifest.json, DevFS syncing in reload/restart, ...).
The support is added under an experimental flag (similar to the existing
native assets experimental flag).
Also, kNativeAssets is removed to also bundle data assets on flutter
build bundle.
The chrome sandbox is disabled as per #165664 .

Use LLDB as the default debugging method for iOS 17+ and Xcode 26+ ( #173443 )

This PR introduces a new feature flag called `lldb-debugging`, which is
turned on by default. When this feature is turned on, if deploying to a
physical iOS 17+ device with Xcode 26+, it will use a mixture of
`devicectl` and `lldb` to install, launch, and debug the app.
If LLDB fails, it will fallback to use Xcode automation. If LLDB times
out, it will warn the user they may want to disable it. If LLDB is
disabled, it will use Xcode automation.
This PR also adds analytics to track what deployment method is used and
if it's successful.

Add the 'windowing' feature flag and use to wrap an implementation for regular windows that always throws ( #172478 )

## What's new?
- Added the `windowing` feature flag to the project
- Created the internal `_window.dart` API with support for regular
windows
- Implemented a `_WindowingOwnerUnsupported` implementation of the
`WindowingOwner` interface
- Marked all points of the public API as `@internal` with a
corresponding warning documentation
- Threw an `UnsupportedError` where it is appropriate to do so
Note that this PR does **NOT** include a real implementation of
`WindowingOwner` (e.g. for win32 or macOS). That work will be opened as
a follow up.

This moves the tool's `allFeatures` global to
`FeatureFlags.allFeatures`.

Disable the ability to opt-out of explicit-package-dependencies. ( #169283 )

This feature landed opt-in in 3.29 and opt-out in 3.32:

In this PR, we remove the ability to use `flutter config
--no-enable-explicit-package-dependencies`, and remove all places that
opt-in to the flag (which are currently NOPs). Follow-up PRs will
refactor tests relying on the older behavior, and then finally remove
`package:flutter_gen` and the `.flutter-plugins` (legacy format) file
guarded by this flag.

Add flutter: config: {...} section to pubspec.yaml to influence FeatureFlags ( #167953 )

In this PR:
- `FlutterFeaturesConfig` reads from the global config, current
pubspec.yaml, and environment
- `FeatureFlags` now delegates "was this configured" to
`FlutterFeaturesConfig`
- `featureFlags` (`Context`) now is created with knowledge of the
current `pubpec.yaml`, if any
Once this lands and we play with it a bit (i.e. migrate
`disable-swift-package-manager`), we can publicize it and update website
documentation (it won't make it into this beta/stable release anyway).
I did a significant rewrite of `feature_test`, as lots of what was being
tested no longer made sense.

### Overview
This splits the Swift Package Manager feature in two:
1. **SwiftPM feature**: This builds plugins using SwiftPM (if the app
supports it), and, uses the new app & plugin templates that support
SwiftPM
2. **SwiftPM app migration feature**: this updates an existing Flutter
iOS or macOS app to support Swift Package Manager. This feature requires
the SwiftPM feature - if SwiftPM is off, the app migration is also off.
For now, both features are off by default. We plan to turn on the first
feature in the next stable release. The app migration feature will be
stay off by default until we have higher confidence in the migration.

Move explicit package dependencies to a feature flag ( #158016 )

Closes https://github.com/flutter/flutter/issues/158012 .
This is (effectively) a user-facing NOP, which is exchanging an
on-by-default command-line argument (`--implicit-pubspec-resolution`)
for an off-by-default global feature flag
(`explicit-package-dependencies`). It matches the mental model better,
is less painstaking to maintain and feed throughout, and will be easier
to globally flip on/off in a future PR.

Add Swift Package Manager as new opt-in feature for iOS and macOS ( #146256 )

This PR adds initial support for Swift Package Manager (SPM). Users must opt in. Only compatible with Xcode 15+.

## Included Features
This PR includes the following features:
* Enabling SPM via config
`flutter config --enable-swift-package-manager`
* Disabling SPM via config (will disable for all projects)
`flutter config --no-enable-swift-package-manager`
* Disabling SPM via pubspec.yaml (will disable for the specific project)

* Migrating existing apps to add SPM integration if using a Flutter plugin with a Package.swift
* Generates a Swift Package (named `FlutterGeneratedPluginSwiftPackage`) that handles Flutter SPM-compatible plugin dependencies. Generated package is added to the Xcode project.
* Error parsing of common errors that may occur due to using CocoaPods and Swift Package Manager together
* Tool will print warnings when using all Swift Package plugins and encourage you to remove CocoaPods
This PR also converts `integration_test` and `integration_test_macos` plugins to be both Swift Packages and CocoaPod Pods.
## How it Works
The Flutter CLI will generate a Swift Package called `FlutterGeneratedPluginSwiftPackage`, which will have local dependencies on all Swift Package compatible Flutter plugins.
The `FlutterGeneratedPluginSwiftPackage` package will be added to the Xcode project via altering of the `project.pbxproj`.
In addition, a "Pre-action" script will be added via altering of the `Runner.xcscheme`. This script will invoke the flutter tool to copy the Flutter/FlutterMacOS framework to the `BUILT_PRODUCTS_DIR` directory before the build starts. This is needed because plugins need to be linked to the Flutter framework and fortunately Swift Package Manager automatically uses `BUILT_PRODUCTS_DIR` as a framework search path.
CocoaPods will continue to run and be used to support non-Swift Package compatible Flutter plugins.
## Not Included Features
It does not include the following (will be added in future PRs):
* Create plugin template
* Create app template
* Add-to-App integration

This PR does two things:
1. introduce a hidden `flutter build _preview` command, that will build a debug windows desktop app and copy it into the SDK's binary cache. This command is only intended to be run during packaging.
2. introduce a new device type, called `PreviewDevice`, which relies on the prebuilt desktop debug app from step 1, copies it into the target app's assets build folder, and then hot reloads their dart code into it.

Support for FFI calls with `@Native external` functions through Native assets on MacOS and iOS. This enables bundling native code without any build-system boilerplate code.

### Implementation details for MacOS and iOS.
Dylibs are bundled by (1) making them fat binaries if multiple architectures are targeted, (2) code signing these, and (3) copying them to the frameworks folder. These steps are done manual rather than via CocoaPods. CocoaPods would have done the same steps, but (a) needs the dylibs to be there before the `xcodebuild` invocation (we could trick it, by having a minimal dylib in the place and replace it during the build process, that works), and (b) can't deal with having no dylibs to be bundled (we'd have to bundle a dummy dylib or include some dummy C code in the build file).
The dylibs are build as a new target inside flutter assemble, as that is the moment we know what build-mode and architecture to target.
The mapping from asset id to dylib-path is passed in to every kernel compilation path. The interesting case is hot-restart where the initial kernel file is compiled by the "inner" flutter assemble, while after hot restart the "outer" flutter run compiled kernel file is pushed to the device. Both kernel files need to contain the mapping. The "inner" flutter assemble gets its mapping from the NativeAssets target which builds the native assets. The "outer" flutter run get its mapping from a dry-run invocation. Since this hot restart can be used for multiple target devices (`flutter run -d all`) it contains the mapping for all known targets.

The PR includes a new template that uses the new native assets in a package and has an app importing that. Separate discussion in: https://github.com/flutter/flutter/issues/131209 .

This PR adds new tests to cover the various use cases.
