0100cfe414 [MDC-iOS/BottomSheet] Fix dismissOnDraggingDownSheet behavior
The bottom sheet incorrectly allowed the sheet to be drag dismissed when `dismissOnDraggingDownSheet` was set to NO.

This change permits the gesture to dismiss to begin but prevents it from actually closing the sheet.

74f6530d15 [ShadowElevations] Provide semantic VoiceOver labels when interacting with the typical use example. (#8930)
Before this change, VoiceOver would announce the slider's percentage value as the value changed up and down.

After this change, VoiceOver will announce the select shadow elevation name, if available, otherwise it will announce a fallback string with the selected shadow elevation.

[examples] Annotate all catalogShouldHideNavigation invocations with @objc. (#8791)
Context:

Due to changes in the Swift runtime over the past years, methods that are considered "optional" in Objective-C need to have @objc annotations in order for Objective-C to be able to perform `respondsToSelector:` invocations.

Problem:
Many of our examples had not annotated their `catalogShouldHideNavigation` methods with the `@objc` annotation, causing the Catalog to wrap the examples in a container app bar view controller. The reason most of these examples would implement `catalogShouldHideNavigation` is because they are managing their own navigation (e.g. to demonstrate AppBar functionality), so this would often result in duplicate AppBars appearing in the example.

The fix:
All `catalogShouldHideNavigation` Swift methods have been annotated with `@objc`.

[NavigationDrawer] Roll-forward a shadow elevation issue. (#7396)
The update to MDCShadowElevations of the NavDrawer (https://github.com/material-components/material-components-ios/pull/7345) seems to break internally as it's used for the side drawer too. Based on the guidelines, a side sheet/drawer should have an elevation of 16. A standard (non modal) navigation drawer should have an elevation of 4, but we currently do not offer this component in our library. Lastly, the shadow fix here is to do with the header of the bottom drawer, which acts similarly to an AppBar, therefore it makes sense not to pursue a breaking change in the value and have the bottom drawer header follow the AppBar elevation.

The current ShadowElevation value for NavigationDrawer is incorrect and is currently 16.0. It should be 4.0 based on [Material Guidelines](https://material.io/design/components/navigation-drawer.html#standard-drawer):
"A full-height navigation drawer is at the same elevation as a top app bar."
"When initially opened to 50% of the screen height, the drawer must be dragged to screen height before additional items are revealed. Upon scroll, the drawer's header becomes an elevated top app bar with a close affordance."

Add @objc annotations to get examples to show up in Dragons (#7168)
This is a follow up PR for #7166 adds @objc annotations to Swift catalogMetadata() methods, because the Swift 4 compiler no longer attempts to infer what methods should be visible to Objective-C. As a result of this change in the compiler, no Swift examples were showing up in Dragons after #7166. updated jazzy yaml files to include framework root (#6750)
We have had errors when generating the docs using jazzy specifically around components giving a fatal error around not finding imports when depending on other components. This is because each component for jazzy is isolated and on its own unless we provide the framework root. This caused our website generator to crash each time and fail to generate a new website.

This should resolve this problem.

Make pod install work on Cocoapods 1.6.0.beta.2 (#5966)

On Cocoapods version 1.6.0 beta 2 we get an error on pod install because certain test targets don't have any sources to compile. This PR adds some skeleton unit test source files to get that working. Is everyone okay with these (for now) basically empty files?

# FInal PR description:

The original aim of this PR was to get the project working with the Cocoapods 1.6 beta.

I initially didn't know where to begin getting it to work, so I used `pod lib lint` to get answers. `pod lib lint` had issues with the following things:

1. test_specs not having any sources to compile. This was due to our pattern of putting unit test test_specs inside of parent test_specs that didn't have anything else.

To address this I did two things. First, I moved away from the nested test_spec pattern. Now, instead of "Subspec/tests/unit_tests" it's "Subspec/UnitTests". This is more in line with the style Cocoapods uses [here](http://blog.cocoapods.org/CocoaPods-1.6.0-beta/). Secondly, I added some dummy files for things like UIMetrics and MaterialMath.

2. Importing headers across modules without using framework style imports.

I added framework style imports. This required some additional rewrite rules in the kokoro script.

3. Dependencies across subspecs being implicit.

I made them explicit by adding dependency statements to the podspecs where needed. 

`pod lib lint` didn't take issue with this, but I also saw that `MaterialComponents` was depending on `MaterialComponentsBeta` in various places. For example, all the theming extensions were in beta, but the tests for them weren't. I moved the tests to test_specs within the beta extensions. This required some directory structure changes. These changes then required some BUILD file changes. Making BUILD file changes made me realize that some swift unit tests weren't being accounted for by bazel. I took care of this too.

This PR also fixes some swift debugging stuff--"po" statements that weren't working before now do. I didn't rigorously verify this, but I also think this PR will lead to faster clean build times? It kinda seemed like it was while I was working on it.

Update bazel to 0.20 and all dependencies as a result (#5926)
Kokoro's Bazel version has been increased from 0.11.0 to 0.20.0

As part of this change, the `.kokoro` bazel header rewrite phase's rewrites for MDF libraries has been made less generic because MDFInternationalization can now be imported using framework-style imports as expected. MDFTextAccessibility does not yet have this functionality, so we still need to rewrite it.

[ShadowElevations] Remove .m file (#5583)

During the creation process of our internal shadows it was brought up that we can remove `FOUNDATION_EXPORT` and make the properties `static`. By making the properties `static` we can remove the implementation file. This will make our internal code match our external code. This addition also makes our code more readable in the future.
