Material Design Team af7f254bf6 [Bottom Sheet] Prevent ACTION_DOWN events on the BottomSheetHandleDragView from setting touchingScrollChild to true. 
Previously, a BottomSheetHandleDragView overlapping the nestedScrollingChildRef would not always be able to resize/drag the bottom sheet.
