Yuichi Araki 3969d48119 Fix BottomSheetBehavior settling state 
BottomSheetBehavior#checkSetState was stuck in settling state if the
peek height is as tall as the expanded state.

Test: BottomSheetBehaviorTest#testExpandedPeekHeight
