Use null-aware spread in material/app.dart (#181586) 
## Description

Adopts null-aware spread syntax (`...?x`) in `material/app.dart`,
replacing the verbose `if (x != null) ...x!` pattern.

Fixes https://github.com/flutter/flutter/issues/172188
