Srujan Gaddam e0e88e3664 Update package:web to use new path and latest revision (flutter/engine#55085) 
package:web now uses mono_repo and now the path is in web/web instead of
just web. In order to change the version of package:web used in the Dart
SDK and google3, Flutter needs to be updated first.
