Chris Bracken de7c02c2cb [macos] Disable background colour tests (flutter/engine#41904) ...

These tests are flaky. Until they've been deflaked, disable the
following two tests:
* FlutterEngineTest.BackgroundIsBlack
* FlutterEngineTest.CanOverrideBackgroundColor
