Make NotchedShape more practical to use (#27487) ...

This PR does two things:

- It allows BottomAppBar to have a custom shape even when it doesn't
  have a notch.

- It adds AutomaticNotchedShape, an adapter from ShapeBorder to
  NotchedShape.
