David Reveman d44cc3bcfa Add Surface::GetContext() support on Fuchsia (flutter/engine#20391) 
This improves raster cache control from apps and enables
GPU acceleration for some offscreen workloads that would
fallback to software.

Test: PlatformViewTests.GetGrContextTest
