This reverts commit 709f54f4bbd776cb256a0edf885a64848121a894 as it seems to have broken two tests: flutter_gallery__back_button_memory, named_isolates_test.

Flutter Tools

Tools for building Flutter applications.

Be sure to follow the instructions on CONTRIBUTING.md to setup.

To run the tests, ensure that no devices are connected, then navigate to flutter_tools and execute:

../../bin/cache/dart-sdk/bin/pub run test
