Moves "split" font fallbacks (woff2) over "monolythic" ones (ttf) when resolving fonts. Fixes https://github.com/flutter/flutter/issues/157763 It makes flutter web prefer "Noto Color Emoji" over "Noto Sans Symbols" when rendering emoji, for example.
