[web] Use PlatformLocation from ui_web (#126851) 
Remove the following APIs and export them directly from `dart:ui_web`:
- `urlStrategy` getter and setter
- `HashUrlStrategy`
- `PlatformLocation` and `BrowserPlatformLocation` (keep the façades for non-web platforms)
