fix: refactor Stepper.controlsBuilder to use ControlsDetails (#88538) 
* changed controlsBuilder signature

combined all parameters into ControlsDetails class

* sample fixes

* updates to docstrings

* switched to positional argument for stepper.controlsbuilder
