Mouad Debbar 5f8e18d0f8 [web] Non-singleton implementation of ui.FlutterView (flutter/engine#47806) 
- Provide a non-singleton implementation of `EngineFlutterView`.
- Move all common "view" logic into `EngineFlutterView`.
- Remove the unused `windowConfigurations` map from `EnginePlatformDispatcher`.
