bungeman f4d23ef694 Replace Skia font macros with enums. (#8920) 
This mechanically replaces kXXX_SkTextEncoding with SkTextEncoding::kXXX
and kXXX_SkFontHinting with SkFontHinting::kXXX. This will allow Skia to
remove these old macro constants and get everyone on the new enums.

Flow

Flow is a simple compositor based on Skia that the Flutter engine uses to cache recoded paint commands and pixels generated from those recordings. Flow runs on the GPU thread and uploads information to the GPU.
