This reverts https://github.com/flutter/engine/pull/49214 and https://github.com/flutter/engine/pull/48758. https://github.com/flutter/engine/pull/49214 appears to cause a Flutter Gold diff during the engine roll. See https://github.com/flutter/flutter/pull/140434 for an example.
