Add a perf test for picture raster cache (#45050) 
This will catch issues like
https://github.com/flutter/flutter/issues/44252, and this test is
inspired by the `list_demo` sample app in
https://github.com/flutter/flutter/issues/43083#issue-509586473

This is tested locally on a Moto G4 before and after the fix
https://github.com/flutter/engine/pull/13710

The `average_frame_rasterizer_time_millis` of this test drops from
~5.4ms to ~4.9ms after that fix.

Flutter gallery

A demo app for Flutter's material design and cupertino widgets, as well as many other features of the Flutter SDK.

Building

You can follow these instructions to build the gallery app and install it onto your device.

Prerequisites

If you are new to Flutter, please first follow the Flutter Setup guide.

Building and installing the Flutter app

  • cd $FLUTTER_ROOT/examples/flutter_gallery
  • flutter pub get
  • flutter run --release

The flutter run --release command both builds and installs the Flutter app.

Prerelease checklist

  • Verify that the About box's license page scrolls and reveals its long long stream of license texts.
