~Update the windows app template and migration to use `CMP0135` when cmake version is >= 3.24.~ Update app templates' and examples' CMakeLists.txt to use `cmake_policy(VERSION`. https://github.com/flutter/packages/pull/3828 should obviate the need for a migration. To add platforms, run `flutter create -t plugin --platforms <platforms> .` in this directory.
