Make artifacts URLs configurable. (#13380 )

Add support for configuring the base storage URL for Flutter's
artifacts. If FLUTTER_STORAGE_BASE_URL is set, use it instead of
storage.googleapis.com.

The pub server can be overridden by setting PUB_HOSTED_URL.

Flutter tools

Tools for building Flutter applications.

To run the tests, ensure that no devices are connected, then navigate to flutter_tools and execute:

DART_VM_OPTIONS=--assert-initializer ../../bin/cache/dart-sdk/bin/pub run test
