* Fixed ChildSceneLayer elevation issue on Fuchsia.

ChildSceneLayers would draw on top of stacked Flutter content on
Fuchsia if not wrapped up in a Material widget, i.e. a
PhysicalShapeLayer. This patch pushes the logic from there to all
types of Layers.
