Reverts: flutter/engine#51818 Initiated by: chinmaygarde Reason for reverting: VK_EXT_queue_family_foreign needs to be explicitly enabled even though the documentation stays that 1.1 is a dependency (https://registry.khronos.org/vulkan/specs/1.3-extensions/man/html/VK_EXT_queue_family_foreign.html#_extension_and_version_dependencies). But I didn't realize that those extensions became core in Vulkan 1.1. There is no need to load them unnecessarily. It just makes the extensions requirements look more complicated than they are. Just deletes code. No change in functionality.
