Create a workaround for generating gradle lock files. When the ignore files exist, gradle locking will be disabled. This will allow deps for the embedder to be checked in, and then in a follow-up PR the lockfiles can correctly be updated and the ignore files can be deleted. Note: This does NOT include the addition of the new exifinterface dep for the Android embedder.
