Add kotlin compatability to build file validation ( #167143 )

Fixes https://github.com/flutter/flutter/issues/161443
* adds a new gradle task like `javaVersion` named `kgpVersion` that
prints the version of kgp.
* adds gradle_utils.dart method for getting kgp version
* * kgp method is moved to utilities and we attempt to use a plugin
method before reflection.
* adds methods or evaluating KGP + gradle and KGP + AGP compatibility.
* * It turns out that we have been using incompatible versions that
happen to work with the subset of kotlin we are using.
* Uses new kgp methods in flutter analyze --suggestions as part of the
existing agp/java/gradle compatibility matrix.
* adds new tests for all new functionality
* Adds comments to sections of the code I found could use them.
* Modifies flutter gallery to use a compatible version of kotlin and
update its lockfiles.

Adding macrobenchmarks for DDC ( #166617 )

We're adding macrobenchmark support to DDC (AMD modules and our new
hot-reload-capable module system) to be aware of any current/future
performance regressions. I'm not terribly aware of the metrics
collection pipeline; please let me know if we need to do any more work
to see these tests run/report numbers to the proper dashboards.

[ Widget Preview ] Add support for theme and brightness properties on Preview ( #167001 )

The `theme` parameter of `Preview(...)` allows for developers to provide
a callback that returns a `PreviewThemeData` instance which can contain
theming data for Material and Cupertino widgets in both light and dark
modes. The provided theme data will be injected into the widget tree and
applied to the previewed widget.
The `brightness` parameter allows for developers to specify an initial
brightness setting (e.g., light vs dark mode) for the previewed widget.
If not provided, the current system default is used.
A new button has also been added to each widget preview card that allows
for toggling between light and dark mode for individual previews.

1. fixes unfortunate mistake in commenting the fix
2. adds to the `runIf` cases to better cover when this test should be
run in presubmit
3. pins a lower version of `shared_preferences_android`, as we need to
use a plugin with `compileSdk 34` for those lower AGP versions.

Adds a dependency on `shared_preferences_android` to the smoke tests we
have that run across the range of AGP/Gradle versions we support. Chosen
randomly, just to recreate the error. Hopefully this doesn't push the
test target into timeout range, it was already a kind of long running
one.
The IDE suggestion here was misleading, as this value switched from
nullable to non nullable in AGP 8.1/8.2. Unfortunately the IDE makes
these suggestions based on one AGP version, specified in the project
level `build.gradle.kts`. I checked all other files with our minimum
supported AGP version, and this was the only error.

[iOS/macOS] Add Xcode error if dev dependencies are incorrect ( #165916 )

Recently, the Flutter tool was updated to remove dev dependencies for
release builds and add dev dependencies for debug/profile builds.
However when building from Xcode directly, dev dependencies are not
enabled/disabled. As a result, it was possible for debug builds to not
have dev dependencies (or vice versa). Example:
1. `flutter build ios --release` - Release build using Flutter tool.
Disables dev dependencies
2. `open ios/Runner.xcworkspace` - Open the iOS project in Xcode
3. In Xcode, **Product** > **Build** - Do a debug build
Previously, step 3 would result in debug artifacts that are missing dev
dependencies. This PR now makes this an error:

## Implementation
The Flutter tool now writes a `FLUTTER_DEV_DEPENDENCIES_ENABLED` in the
generated config file. This tracks whether the currently generated
project has dev dependencies.
In the Xcode build:
1. The Xcode backend script passes the
`FLUTTER_DEV_DEPENDENCIES_ENABLED` config to `flutter assemble` using
the `DevDependenciesEnabled` define
6. The new `CheckDevDependencies` target verifies dev dependencies:
1. It checks if the dev dependencies status is correct for the current
build mode
2. It checks whether the app has dev dependencies by reading the
`.flutter-plugins-dependencies` file. If the app has no dev
dependencies, the error is suppressed.

[native assets] Roll dependencies ( #166969 )

Roll forward deps to the ones published today.
Note: `package:native_assets_cli` has a lower-bound on a Dart SDK dev
version to signal for which version of Dart and Flutter it is compatible
with. This means all these packages now have pre-release versions. Since
native assets is in experimental mode and not available on the
stable/beta branches, this is as expected.
Test exempt: Covered by existing tests, only rolling forward deps.

This PR adds support for user-defines for hooks in the root package
`pubspec.yaml`.

### Testing
This PR is covered by
`test/integration.shard/isolated/native_assets_test.dart`.
In this PR, we add a new test project

`flutter build`.

yesterday.
Incorporates a fix for:

* Note that a bunch of tests were relying on ignoring build assets. The
tests have been fixed.
And the new `AssetRouting` syntax in the build hook for sending assets
to the link hook:

Does not include support for user-defines in the pubspec yet. Will do

Does not copy the `README` or `DEPS` files, and instead uses synthetic
scratch files.

Fixes/suppresses all warnings:
1. Fixes https://github.com/flutter/flutter/issues/162695
2. Suppresses warnings about the various `*Variant*` imports that we use
being deprecated, with comments linking to
https://github.com/flutter/flutter/issues/166550 to migrate to the
variant api.
3. Fixes some unused elvis operators and unneeded types provided for
declarations that AGP complains about, e.g. `val fooString: String = "a
string"`, and use of deprecated string related methods.
4. Follows up on https://github.com/flutter/flutter/pull/166277 , as we
were getting a warning mentioned in this comment
https://github.com/flutter/flutter/pull/166277#issuecomment-2780184486 .
5. Suppresses some warnings about unused code where the analysis
couldn't properly detect it being used (i.e., it isn't unused)

[ Widget Previews ] Add widget_preview_scaffold.shard to test the widget_preview_scaffold template contents ( #166358 )

Adds a new `widget_preview_scaffold.shard` directory which contains a
hydrated `widget_preview_scaffold` template. This will allow for us to
write widget tests against the widgets defined in the templates.
This PR doesn't add any widget tests and is only adding the ability to
run these tests in follow up changes.

[native_assets] Roll dependencies ( #166282 )

Updating the dart-lang/native dependencies to the ones published today.
No functional changes, but `CodeAsset` does not expose an `architecture`
and `os ` anymore (https://github.com/dart-lang/native/issues/2127 ).
Instead these should be taken from what is passed in for the
`CodeConfig`. This PR refactors the `DartBuildResult` to carry around
the `Target` with `CodeAsset`s as `FlutterCodeAsset`s.
(This PR avoid refactoring relevant code due to
https://github.com/flutter/flutter/pull/164094 already refactoring this
code.)

`update_engine_version.{ps1|sh}` needs to operate on a foreign
repository.
When flutter is run in a git-hook, these environment variables will
override our git calls location and corrupt the install.

Add set semantics enabled API and wire iOS a11y bridge ( #161265 )

previously the only correct way to enable semantics is that ios
embedding receive signal from native OS, it call SetSemanticsEnabled to
shell and then to dart to enable semantics tree generation.
If for some reason framework decide to enable semantics first, e.g.
through SemanticsBinding.instance.ensureSemantics(typically due to
integration test or ci that wants to test semantics), the update will be
dropped in shell. Even if it later on receive signal from native OS to
turn on semantics, it can't construct the complete accessibility tree in
embedding because the updatesemantics sends diff update and previous
updates are gone forever. It will end up in a broken state.
This pr changes so that the only source of truth will be in the
framework side. When framework starts generating the the semantics tree,
it will call SetSemanticsTreeEnabled through dart:ui, and the embedding
needs to prepare itself to accept semantics update after receiving the
message.
This however require some refactoring on iOS embedding because it will
only create a11y bridge when receiving OS notification when assitive
technologies turns on.
This requires three phase transition
add an empty dart:ui API setSemanticsTreeEnabled
makes framework calls the empty API.
merge this pr with actual implementation of setSemanticsTreeEnabled
I will do the android part in a separate pr

_two_ responsibilities:
- Well, upload test **metrics** (benchmarks) to Skia Perf (it still does
that)
- Upload test **status** to Cocoon (it did until
https://github.com/flutter/flutter/pull/165614 )
As https://github.com/flutter/flutter/pull/165614 proved, this API
predated the current LUCI setup, where Cocoon itself receives task
status updates from LUCI, and it turns out this entire time, DeviceLab
was making (at best) NOP calls, and at worst, causing crashes and
corrupt data (https://github.com/flutter/flutter/issues/165610 ).

The cost of bootstapping the initial PSOs can regress cold startup time
for customer money. As an experiment, attempt to defer PSO construction
to skia like.
