b4377c93dd Remove RuntimeEnabledFeatures 
This complex machinery made sense for Blink, which has hundreds of
developers. In our case, we're just moving around two bools. We can do
that in a much simpler way.

0633830c55 Remove the last remnants of CSS 
This patch also lets us remove FontFamilyNames, which is one of two
remaining clients of jinja2.
