Isolate and move common portable ELF loading from fixtures into //flutter/testing. (#16305) 
Also update all known test harnesses to use this and fixes the broken shell_unittests harness.

Fix runtime_unittest in AOT mode by loading AOT symbols from ELF loader. (#16283) 
This regressed when the symbols were no longer packed in discrete blobs but
instead moved to an ELF file.

Rename the blink namespace to flutter. (#8517) 
Some components in the Flutter engine were derived from the forked blink codebase. While the forked components have either been removed or rewritten, the use of the blink namespace has mostly (and inconsistently) remained. This renames the blink namesapce to flutter for consistency. There are no functional changes in this patch.

Previously, only the most basic tests were run in AOT mode.
