Some cleanup of cross library test imports (#177029) 
There is a lot of cross-library importing in the framework unit tests
that I'd like to clean up, see the design doc for more:

This PR cleans up a few obvious instances and adds TODOs for others. I
created this while doing an investigation for the design doc linked
above. I hope that we'll be able to follow up with fixes for all of the
problematic tests (tracked in the issue below).

Improve Container color/decoration error message clarity (#178823) 
## Description

This PR improves the clarity of the error message shown when developers
provide both `color` and `decoration` parameters to a `Container`
widget.

### Problem

The previous assertion message was confusing and contradictory:
```
Cannot provide both a color and a decoration
To provide both, use "decoration: BoxDecoration(color: color)".
```

This message stated "Cannot provide **both**" but then suggested "To
provide **both**, use...", which confused developers about the actual
requirement. The suggestion appeared to offer a workaround to use both
parameters together, when in fact it was explaining how to migrate from
using `color` to using `decoration` exclusively.

### Solution

Updated the assertion message to clearly explain:
- The `color` parameter is a shorthand for `decoration:
BoxDecoration(color: color)`
- Developers should use **either** `color` OR `decoration`, not both
- To use both a color and other decoration properties (like borders,
shadows, etc.), set the color within the `BoxDecoration` instead

**New message:**
```
Cannot provide both a color and a decoration.
The color argument is just a shorthand for "decoration: BoxDecoration(color: color)".
To use both a color and other decoration properties, set the color in the BoxDecoration instead.
```

[Framework] iOS style blurring and ImageFilterConfig (#175473) 
This PR adds the framework support for a new iOS-style blur. The new
style, which I call "bounded blur", works by adding parameters to the
blur filter that specify the bounds for the region that the filter
sources pixels from.

As discussed in design doc
[flutter.dev/go/ios-style-blur-support](http://flutter.dev/go/ios-style-blur-support),
it's impossible to pass layout information to filters with the current
`ImageFilter` design. Therefore this PR creates a new class
`ImageFilterConfig`.

This PR also applies bounded blur to `CupertinoPopupSurface`. The
following images show the different looks of a dialog in front of
background with abrupt color changes just outside of the border. Notice
how the abrupt color changes no longer bleed in.

This feature continues to matter for iOS 26, since the liquid glass
design also heavily features blurring.

### API changes

* `BackdropFilter`: Add `filterConfig`
* `RenderBackdropFilter`: Add `filterConfig`. Deprecate `filter`.
* `ImageFilter`: Add `debugShortDescription` (previously private
property `_shortDescription`)

Add support for Shift-Delete, Ctrl-Insert and Shift-Insert (#178561) 
This PR adds `SingleActivator` mappings for IBM CUA style clipboard
accessors, with which Shift-Delete, Ctrl-Insert and Shift-Insert are
equivalent to ^X ^C ^V. These mappings are natively supported on Windows
and Linux (but not OS X).

~Not sure what to do about:~
- ~Documentation: Are ^X ^C ^V already documented?~
- ~Tests: Are there existing tests for ^X ^C ^V already? Is it possible
to mock out the clipboard so that a test of this functionality doesn't
hit the actual system clipboard?~
- ~OS X: Is it a problem that, with this change, Flutter will accept
these additional shortcuts even though they aren't a part of the
platform paradigm?~

UPDATE:
I'm not aware of existing documentation of clipboard shortcuts.

I have added tests, both of the existing ^X ^C ^V and of the IBM CUA
style mappings added by this PR, and in the current iteration the
changes do not add IBM CUA style mappings on OS X.

The documentation for `DropdownMenu`'s `controller` and
`initialSelection` properties has been updated. It now explicitly states
that clearing the text field requires using a `TextEditingController`'s
`clear()` method, and that setting `initialSelection` to null will not
clear the text. A code snippet demonstrating how to clear the text field
has also been added.

Add error description for nbsp character(\u202f) (#178895) 
This PR is to add a more clear error description when there is a special
white space NNBSP(\u202f). This whitespace character is used to connect
time and "am"/"pm".

In this PR, I only updated the description in `_MatchesSemanticsData`
and still not sure if it's necessary to create another custom matcher
class to ignore special whitespace. I think it's valid to directly
update users' test results since the expected results have indeed
changed.

This is my experiment for the whitespace change when we update
generated_date_localization.dart: cl/831625146
I went through all Scuba diffs and all results look expected. Once this
is landed, we can use the CL change (except the image change) as g3fix
to update the date localizations.

Pass canaryFeatures to BuildSettings (#180108) 
Previously, this made little difference as DWDS used this only in one
case with expression evaluation but now that the load strategies have
diverged based on this flag, we should correctly always pipe this flag.
This fixes an issue with a future DWDS version.

Remove an obsolete TODO in DataTable (#180033) 
When the `InkWell` was added, it was used only for a gesture callback,
and at that time the InkWell should only be added when the gesture
callback was needed. Due to an issue, we couldn't swap out the child
widget dynamically.

Even though that the issue has been fixed, the `InkWell` is considered
mandatory since it is now used by two more properties. (Theoretically we
can check if any of the 3 properties is needed to add this `InkWell`,
but I think that's too much.)

Add explicit --cross-origin-isolation flag to flutter run. (#180026)

This adds a flag,
`--cross-origin-isolation`/`--no-cross-origin-isolation` that allows the
user to explicitly control whether `flutter run`/`drive`/`test` serves
files with COOP/COEP headers. If the user doesn't specify, it uses cross
origin isolation when wasm is enabled and no cross origin isolation when
wasm is disabled.

[AGP 9] Added Flutter Errors (#179765) 
Added Flutter errors that direct users to Updating to AGP 9 Flutter
docs. The doc outlines the changes that must be made in order to
successfully build Flutter apps on Android using AGP 9+.

As of this moment, the doc has yet to be written. The errors just have
to be cherry picked to stable and beta by Tuesday, 12/16. The Flutter
doc PR [here](https://github.com/flutter/website/pull/12825) can land
later.

This PR adds extra properties to `CheckboxListTile`, `SwitchListTile`
and `RadioListTile`. These properties are already implemented for the
`ListTile` and passed through from `CheckboxListTile`, `SwitchListTile`
and `RadioListTile` to the underlying `ListTile`.

The following properties are added:
    - `horizontalTitleGap`
    - `minVerticalPadding`
    - `minLeadingWidth`
    - `minTileHeight`

Add package info to wasm dry run events. (#179826) 
Uses new event structure to capture package info from wasm dry run
errors.

Uses the `package_info.json` to gather the set of public packages and
only includes package names when the package is in that set of publicly
available packages.

Prepends "-p" for when an error type is found in a private package (i.e.
a `package:*` that isn't in the set of public packages), a "-h" for
non-public packages (i.e. any non-"package" packages or otherwise
unrecognized uris), or a "-ph" for both.

Adds a special "error" entry when the package_config can't be loaded and
instead includes the findings in the same format as today
(comma-separated codes).

Also adds tests for dry runs.

[ Tool ] Fix update-packages not accounting for path dependencies (#179951) 
Each project's `pubspec.yaml` is copied into a temporary directory
before trying to determine which packages can be updated, but this
`pubspec.yaml` is currently deleted immediately after the dependencies
have been determined for the single package. This means that projects
that have path dependencies on other projects in the repository don't
have their dependencies updated properly as the path dependencies fail
to resolve.

This change updates the `update-packages` logic to copy each project's
`pubspec.yaml` to a temporary directory with a consistent relative
directory structure. The `_upgrade` function has been updated to support
processing multiple projects before deleting the temporary directory,
allowing for projects with path dependencies on each other to have their
pubspecs placed in the correct relative directories for them to resolve
correctly.

Add Cyrillic keyboard layout support for flutter_tools terminal commands (#177855) 
## Description

This PR adds support for Cyrillic (Russian ЙЦУКЕН) keyboard layout in
the flutter_tools terminal handler, allowing users to use hot reload,
hot restart, and other terminal commands without switching keyboard
layouts.

## Motivation

Developers working with Cyrillic keyboard layouts currently must switch
to a Latin layout every time they want to use terminal commands like hot
reload (r/R) or help (h). This disrupts the development workflow and
reduces productivity.

## Changes

The implementation maps Cyrillic characters to their corresponding Latin
equivalents based on physical key positions on QWERTY/ЙЦУКЕН layouts:

- **к/К** → r/R (hot reload/restart)  
- **й/Й** → q/Q (exit)
- **ц/Ц** → w/W (dump widget tree)
- **в/В** → d/D (detach)
- **р/Р** → h/H (help)
- **ш/Ш** → i/I (widget inspector/invert images)

## Impact

This change improves the developer experience for users working with
Cyrillic keyboard layouts by eliminating the need for constant layout
switching during development. The implementation follows Flutter code
style guidelines and does not affect existing functionality.

This reverts commit 87d15897b220d62339c77260b429c645515b09e7.

We found a quick fix ([PR
here](https://github.com/flutter/flutter/pull/179908)), so revert it and
revisit `hitTest` later.

There were only two failing tests (there were also two bringup failures,
the `mac_arm64_mokey` versions of these)

We can just set the ndk version to `flutter.ndkVersion`, which is this
value. It's also what is set in the templates, so it isn't a hack that
doesn't represent a real flutter app. Verified the tests pass now with
