Modernize framework lints ( #179089 )

Commits separated as follows:
- Update lints in analysis_options files
- Run `dart fix --apply`
- Clean up leftover analysis issues
- Run `dart format .` in the right places.
Local analysis and testing passes. Checking CI now.

[HCPP] Properly remove hcpp views that are no longer visible ( #176742 )

Fixes https://github.com/flutter/flutter/issues/175882 .
This ended up being a very similar bug to
https://github.com/flutter/flutter/pull/173881 , and in my understanding
comes from the same incorrect assumption. In old PV land these views
would stop displaying if we stopped sending updates to them. But in HCPP
the underlying implementation ends up using an Android SurfaceFlinger
which continues displaying what it was last told to. So again we have a
bug here were we aren't taking the new responsibility of clearing that
we need to. See

Other solutions would be to just always call hide on the set of (keys of
view_params which are not in composition order) on every frame (which
would avoid this mirroring of state), or to modify the jni here to pass
over one big bundle with all the information required to do all the
existing calls as well as determine which views need to be hidden. But
we are already doing this same mirroring of visibility state for the
overlay layer (see Hide/ShowOverlayLayerIfNeeded()), so I think it is
reasonable to take the same approach here.
This is sort of a follow up to
https://github.com/flutter/flutter/pull/162908 as well, this PR properly
removes the view when it is the last platform view, but does not fix the
case that this PR attempts to more generally fix where we go from 2->1
(or n->n-1 > 0) pvs.

[HCPP] Clean up overlay layer when last frame had overlay content and current doesn't ( #173881 )

My current understanding of the issue is that we are never pushing a new
empty frame for this layer, so the texture gets stuck as shown in the
bug. If we keep track of when we had content last frame, and don't in
the current frame, we can push a single empty frame for that layer when
needed.

Refactor Android platform view code in advance of enabling HCPP on existing PV widgets (behind a flag) ( #170553 )

Should introduce no behavior changes. Refactors the android platform
view code so that
1. The delegator is ready to delegate between PlatformViewsController
(PVC) 1 and 2, and implements a
`PlatformViewsChannel.PlatformViewsHandler`.
2. The `PlatformViewCreationRequest` and `PlatformViewTouch` are fully
shared between the two platform view modes
3. Introduces new factory constructors for the different types of
`PlatformViewCreationRequest`s, corresponding to the modes.
Making the flag work on existing widgets will be done in a follow up PR
here

Implement opacity FlutterMutator for hcpp ( #164147 )

This is essentially a reland of
https://github.com/flutter/engine/pull/30264/ , except that it only
applies the opacity if the new alpha (alpha = 255*opacity, where
opacity∈[0,1]) is different from the current alpha.
Also adds a new opacity screenshot test. Need to figure out how to bring
up a new screenshot test... does the screenshot get uploaded
automatically? Do I need to manually upload somewhere?

Since we only have a single overlay layer, we need to diff out the
platform views that _would_ intersect if we did the correct layering.

[Android] Remove overlay when platform views are removed from screen. ( #162908 )

When there are no more platform views, make sure the overlay layer is
hidden. When a platform view is added again, show the overlay. The
show/hide allows us to avoid continually recreating and destroying the
overlay surface + swapchain when a platform view slides in and out of
frame.
To further reduce memory usage, we could do a delayed de-allocation of
the overlay layer (say after 50 frames of no platform view, destroy it).
But I'm leaving this to a follow up.

[Android] add runtime flag to determine if HCPP is supported. ( #163004 )

Developers will need to _conditionally_ use HCPP (or the framework will
need to handle it automatically). This requires the ability to query at
runtime whether HCPP mode is enabled + supported.
Add a message channel to do so, and add the usage of this to the
android_engine_test. Does not yet add any automatic selection.

[Android] HC++ wire up dart platform channel code and integration test. ( #162751 )

Use the PlatformViewController2 to register a platform view, allow the
dart side platform view logic to opt into this new platform view. Wires
up an integration test with android_engine_test.
