This is a Fuchsia-only shell test, confirming that when the timezone
setting is changed on the realm via Fuchsia's FIDL interface
`fuchsia.settings.Intl`, the Dart isolate running in that realm receives
the change and starts reporting the appropriate timestamp.
We already have a [similar test][tst] that verifies the timezones in the
dart VM matches the local timezone at start, but there was no test that
also verified timezone changes.

This change adds custom image serialization functions for skp serialization
which write out onlythe image metadata and not the contents of the
images themselves. This allows SKP's to be used for shader warmup with
a significantly reduced disk space footprint.
Tweak the primary flutter build rule so that fuchsia is more similar to
other platforms in how tests and the shell are built.
Only embedder_unittests and GLFW tests are disabled on Fuchsia now.

Additionally create "_next" permutations for all of the test binaries
on Fuchsia, in order to test both code-paths.
Using the #define follow-up CLs can also create a flutter_runner_next

GrContext::precompileShader() is not implemented for vulkan contexts, so
dont run the portion of this test that depends on that behavior on
Vulkan.

This was only necessary when the Engine had to build in multiple buildroots
where the sources where checked out at different paths relative to the
buildroot. This is no longer the case and there are already cases GN rules
have been written that mix and match variable usage with the direct
specification of the path to the Flutter sources relative to the sole buildroot.
Tonic used to be used by multiple consumers outside of Flutter Engine. Due to
this, it has an unnecessary abstraction layer as well as utilities duplicated in
FML and other engine subsystems. The sole user of Tonic is now the Flutter
Engine. It is intended that the Flutter Engine team now owns this subsystem,
remove unnecessary utilities and document the headers. This is the first step in
the transition. No history is being imported as the initial history was already
lost in the transition of this component to fuchsia.googlesource. As this
component was unmaintained there, I could see no additional value in importing
the history of the patches there.
No functional change. Just moved the repo from //third_party to
//flutter/third_party and updates GN refs.
The converters are still in a separate target that must be included manually. This allows targets that depend on FML but not Dart runtime not have to depend on the runtime.
Adds a test that includes this target and tests image decompression from assets. There is also a test for the standalone DartConvertor in shell_unittests but not in fml_unittests be cause FML uni-tests cannot yet launch a VM. I will work on adding fixtures for those.
This ensures we rasterize into the canvas passed in as subclasses may reimplement AcquireFrame in different ways that don't utilize the canvas object passed in (such as Fuchsia's flutter_runner::CompositorContext).

Additionally, we fix https://github.com/flutter/flutter/issues/40863 by adding a secondary VSYNC callback.
Unit tests are updated to provide VSYNC mocking and check the fix of https://github.com/flutter/flutter/issues/40863.
The root cause of having https://github.com/flutter/flutter/issues/40863 is the false assumption that each input event must trigger a new frame. That was true in the framework PR https://github.com/flutter/flutter/pull/36616 because the input events there are all scrolling move events. When the PR was ported to the engine, we can no longer distinguish different types of events, and tap events may no longer trigger a new frame.
Therefore, this PR directly hooks into the `VsyncWaiter` and uses its (newly added) secondary callback to dispatch the pending input event.
