Reland #19396 with a fix for improper scale that was affecting internal tests

The fuchsia code around metrics and sizing was just sending this
information through a side-channel, when the engine already had the
information available. So, delete all of it to make future CLs simpler.
Additionally, the SceneUpdateContext has many unneccesary dependencies
re: metrics and PaintTasks. Break those to make future CLs simpler.

This is part of a larger effort to expose the difference between GrDirectContext,
which runs on the GPU thread and can directly perform operations like uploading
textures, and GrRecordingContext, which can only queue up work to be delivered
to the GrDirectContext later.
Add "width" and "height" trace parameters to
|VulkanSurfacePool::GetCachedOrCreateSurface| and
|VulkanSurfacePool::CreateSurface|. Also add an "allocationSize"
parameter to the "vkAllocateMemory" event.
This adds more trace events to more layer operations and enhances the
trace counters for the Fuchsia vulkan surface pool to include retained
surface counts, emit stats on recycle events that might change the
surface count, and by separating counters which measure bytes from
counters which measure counts to make analysis simpler.
When |OS_FUCHSIA| is defined (even when |FUCHSIA_SDK| is defined as
well), use the Fuchsia SDK trace macros rather than the Dart timeline.
Reasons for doing this include:
Fuchsia's trace macros support categories. This allows one to
distinguish between (e.g.) "flutter" and "skia" trace events for trace
recording and trace visualization.
Fuchsia has existing in tree benchmarks that depend on finding certain
events under category "flutter".
