Snapshots compiled with sound null-safety enabled require changes to the way in
which isolates are launched. Specifically, the `Dart_IsolateFlags::null_safety`
field needs to be known upfront. The value of this field can only be determined
once the kernel snapshot is available. This poses a problem in the engine
because the engine used to launch the isolate at shell initialization and only
need the kernel mappings later at isolate launch (when transitioning the root
isolate to the `DartIsolate::Phase::Running` phase). This patch delays launch of
the isolate on the UI task runner till a kernel mapping is available. The side
effects of this delay (callers no longer having access to the non-running
isolate handle) have been addressed in this patch. The DartIsolate API has also
been amended to hide the method that could return a non-running isolate to the
caller. Instead, it has been replaced with a method that requires a valid
isolate configuration that returns a running root isolate. The isolate will be
launched by asking the isolate configuration for its null-safety
characteristics.
A side effect of enabling null-safety is that Dart APIs that work with legacy
types will now terminate the process if used with an isolate that has sound
null-safety enabled. These APIs may no longer be used in the engine. This
primarily affects the Dart Convertors in Tonic that convert certain C++ objects
into the Dart counterparts. All known Dart Converters have been updated to
convert C++ objects to non-nullable Dart types inferred using type traits of the
corresponding C++ object. The few spots in the engine that used the old Dart
APIs directly have been manually updated. To ensure that no usage of the legacy
APIs remain in the engine (as these would cause runtime process terminations),
the legacy APIs were prefixed with the `DART_LEGACY_API` macro and the macro
defined to `[[deprecated]]` in all engine translation units. While the engine
now primarily works with non-nullable Dart types, callers can still use
`Dart_TypeToNonNullableType` to acquire nullable types for use directly or with
Tonic. One use case that is not addressed with the Tonic Dart Convertors is the
creation of non-nullable lists of nullable types. This hasn’t come up so far in
the engine.
A minor related change is reworking tonic to define a single library target.
This allows the various tonic subsystems to depend on one another. Primarily,
this is used to make the Dart convertors use the logging utilities. This now
allows errors to be more descriptive as the presence of error handles is caught
(and logged) earlier.

Tweak the primary flutter build rule so that fuchsia is more similar to
other platforms in how tests and the shell are built.
Only embedder_unittests and GLFW tests are disabled on Fuchsia now.

Additionally create "_next" permutations for all of the test binaries
on Fuchsia, in order to test both code-paths.
Using the #define follow-up CLs can also create a flutter_runner_next

The engine was using a global to store a timestamp representing the
launch of the engine. This timestamp is initialized with a JNI call
on Android and during shell setup on other platforms. Later the
timestamp is added to a FlutterEngineMainEnter timeline event used to
measure engine startup time in benchmarks.
This PR removes the global and the JNI call and moves the timestamp
into the settings object.
This was only necessary when the Engine had to build in multiple buildroots
where the sources where checked out at different paths relative to the
buildroot. This is no longer the case and there are already cases GN rules
have been written that mix and match variable usage with the direct
specification of the path to the Flutter sources relative to the sole buildroot.
Tonic used to be used by multiple consumers outside of Flutter Engine. Due to
this, it has an unnecessary abstraction layer as well as utilities duplicated in
FML and other engine subsystems. The sole user of Tonic is now the Flutter
Engine. It is intended that the Flutter Engine team now owns this subsystem,
remove unnecessary utilities and document the headers. This is the first step in
the transition. No history is being imported as the initial history was already
lost in the transition of this component to fuchsia.googlesource. As this
component was unmaintained there, I could see no additional value in importing
the history of the patches there.
No functional change. Just moved the repo from //third_party to
//flutter/third_party and updates GN refs.

Isolate data may need to be deleted on the same thread where it was allocated.
In particular, the task observer set up in the UIDartState ctor must be removed
from the same message loop where it was added.
The engine had been using the same DartIsolate object as the root isolate data
and as the isolate group data. This object would be deleted when the isolate
group was shut down. However, group shutdown may occur on a thread associated
with a secondary isolate. When this happens, cleanup of any state tied to the
root isolate's thread will fail.
This change adds a DartIsolateGroupData object holding state that is common
among all isolates in a group. DartIsolateGroupData can be deleted on any
thread.

- Tested this compatibility in topaz repo. The build rules can now be
used to build kernel_platform_files in topaz tree, after this change we
can migrate the platform*dill and vm*snapshot files in topaz to use the
engine built artifacts.
- Also removes some namespace conflicts for dart configuration.
* Allow specifying both Dart and non-Dart fixtures in engine unittests.
This fixes numerous issues in the way in which fixtures were managed
in the engine unit-tests.
* Instead of only being able to specify Dart fixtures, unit-tests may specify
non-Dart fixtures as well. These are simply copied over to the fixtures
directory known to the unit-test at runtime.
* An issue where numerous Dart files could be given to the kernel snapshotter
has been addressed. It was anticipated that such a (legal) invocation to the
kernel snapshotter would produce a snapshot with the contents of all the Dart
files added to the root library. This is incorrect and the behavior in this
case is undefined.
* Dart files referenced by the main Dart file are correctly tracked via a
depfile.
* The snapshotter arguments have been cleaned up to get rid of unused
arguments (`—strong`) and the use of the VM product mode argument has been
corrected to no longer depend on the Flutter product mode.

Windows depends on referencing the snapshot symbols directly instead of
via dlsym. Something in the way these symbolsa are generated in
bin_to_assembly.py is causing them to be inaccessible at runtime.
`//flutter/runtime: runtime_lifecycle_unittests` was added because the these assumed that there was no VM already running in the process. Running other tests in the base target would mess up that assumption. Now that all test targets have been updated to make sure the VM instance does not leak, the tests in this target can be merged.
LUCI bots don’t need to be patched as these tests were only ever run on the trybots.
The shell was already designed to cleanly shut down the VM but it couldnt
earlier as |Dart_Initialize| could never be called after a |Dart_Cleanup|. This
meant that shutting down an engine instance could not shut down the VM to save
memory because newly created engines in the process after that point couldn't
restart the VM. There can only be one VM running in a process at a time.
This patch separate the previous DartVM object into one that references a
running instance of the DartVM and a set of immutable dependencies that
components can reference even as the VM is shutting down.
Unit tests have been added to assert that non-overlapping engine launches use
difference VM instances.
