Most of the #include directives for SkPicture are removed except where they are still functional. Many comments rewritten to no longer be SkPicture-centric.
- DL unit tests still use it for consistency testing
- rasterizer/engine still use it for screen shot support
- Fuchsia still uses it extensively
Removes the physical model layer and associated engine code. This was already deprecated and removed in the framework. By removing it in the engine, we can also remove the need for layer tree diff/paint/preroll to have the device pixel ratio. This will simplify some of the multi-view work

In order to enable all the currently-passing Windows UWP unit tests and
prevent any regressions, I've disabled currently-failing tests so we can
enable the passing unit tests as part of presubmit.
Most of the failures fall into one of the following categories:
* threading issues (accessing an object from the wrong thread)
* filesystem sandboxing issues (trying to access a path outside the sandbox)
* network issues (trying to connect to sandboxed vm service)
Follow up from #21436 . That PR works for all embeddings except for Android, which creates a special JNI AssetResolver. Since the shell cannot recreate this resolver, update the logic to preserve existing resolvers instead.
Cleans up header order/grouping for consistency: associated header, C/C++ system/standard library headers, library headers, platform-specific #includes.
Adds <cstring> where strlen, memcpy are being used: there are a bunch of places we use them transitively.

This patch does not cover flutter/shell/platform/darwin. There's a separate, slightly more intensive cleanup for those in progress.

GrContext::precompileShader() is not implemented for vulkan contexts, so
dont run the portion of this test that depends on that behavior on
Vulkan.

This re-enables thread safety checks for WeakPtr. WeakPtrs can't be used on a thread other than the one the WeakPtrFactory was created on.
This fixes the unit tests and adds a getUnsafe() method to WeakPtr to work around the remaining unresolved locations where we are using WeakPtr unsafely.
