Do not present textures in FlutterMetalLayer if the drawable size changed and the texture's size does not match the new drawable size (#175450)

[web] Cleanup opportunities post renderer unification (#174659)
- `injectClientICUIfNeeded` as a method on `SkParagraphBuilder` for convenience. - Move `CanvasKitVariant` outside of `canvaskit/` because it's needed outside of that folder. - Make `resourceCacheMaxBytes` a method on all renderers, not only CanvasKit. - Some optimizations in `OcclusionMap`. - Remove unused CanvasKit test utils. |

[engine][fuchsia] Update to Fuchsia API level 28 and roll latest GN SDK (#175425)

Engine Support for Dynamic View Resizing (#173610)
Part of https://github.com/flutter/flutter/issues/169147 (iOS) and https://github.com/flutter/flutter/issues/149033 (Android). Implementation PRs coming up! This enables support for dynamic view resizing in non-web embedders. While this PR enables support, it does not _implement_ support. Specifically, this creates the pipes (in viewport metrics) for min/max width/height constraints that tell the engine and framework that when rendering the frame it should adjust the width/height as needed for the content. The engine should also discard layer trees that do not fit the constraints. Since the engine now relies on BoxConstraints, geometry.h has now been moved out of embedder specific codepath so that both embedder and engine can depend on it. Connect the FlutterEngine to the FlutterSceneDelegate (#174910)
Once the `FlutterViewController` is able to get its `UIWindowScene`, pass itself to the `FlutterSceneDelegate` through the `FlutterSceneLifeCycleProvider` protocol. The scene will store the `FlutterEngine` in a weak pointer array. This is an incremental change towards https://github.com/flutter/flutter/issues/174398. [Impeller] Disable the render target cache when creating a snapshot in DlImageImpeller::MakeFromYUVTextures (#174912)
Also avoid inserting newly created render targets into the cache if the cache is disabled. (Previously disabling the cache would skip lookups of existing cache entries but would still add new entries to the cache) The image created by DlImageImpeller::MakeFromYUVTextures should not reuse a texture from the cache, and its texture should not be reused by other operations. Update NDK to The Latest Stable (#175365)
Updated ndk to `28.2.13676358`. Android ndk `r28` is required to automatically compile to 16KB page sizes [here](https://developer.android.com/guide/practices/page-sizes#compile-r28). Otherwise extra configurations and flags are required. Have to update the configs in engine first. This is part 1. [ios]Do not re-adds delaying recognizer on iOS 26 (#175097)
Removing since the workaround doesn't work anymore for iOS 26. It caused our whole gesture blocking system to fail completely (see https://github.com/flutter/flutter/issues/174513). We have to revert it and find other solutions. *List which issues are fixed by this PR. You must list at least one issue. update deps to point to the new SOT repo for package:coverage (#175234)
This PR updates the deps to point to the new SOT repo for package:coverage. The engine was referencing the old location; package:test needs functionality from the latest package:coverage, and we need to update the coverage reference here in order to roll the latest `test` through dart and flutter. Impeller: Convert GLProc name field and GLErrorToString to std::string_view (#173771)
