We now have 100% coverage of animation.dart and animation_controller.dart.
Also, add some basic tools for working with lcov files. These tools need much
more polish.
Previously --stage-two would error out because the LICENSE was git ignored.
This patch includes the LICENSE file in the repo to avoid the error. Also,
refactor the big_red_button.py to be clearer about what's shared between stage
one and stage two of the release process.
For some reason having |packages| in this .gitignore file is causing Atom to
grey out all the files in the Sky package. Moving the entry up to the root of
the git repo fixes the issue.
