Prior to this, these `Color` fix_data rules would only be visible to
users that explicitly import `package: flutter/painting.dart`. This PR
broadens the applicability of these rules so they are visible for users
that import `dart:ui`, or import any one of the `flutter/` packages that
expose `Color`.
#### Enabling `Color` fix_data fixes for `dart:ui`:
- Adds a `fix_data.yaml` file for `'dart:ui'` fixes to
`engine/src/flutter/lib/ui/`. This contains `Color` fixes copied from
`packages/flutter/lib/fix_data/fix_painting.yaml`.
- Typically `fix_data` files go in a Dart package's `lib/` directory.
But `dart:ui` is not a standard Dart package and doesn't have a typical
`lib` directory. This directory is the closest thing to a `lib`
directory for the `dart:ui` package that I can find. It contains the
Dart code that implements the `dart:ui` package.
- The actual Dart package for `dart:ui` is generated by
`engine/src/flutter/sky/packages/sky_engine/BUILD.gn` with the package
name `sky_engine`. I updated the build rule to copy the new
`fix_data.yaml` file into the generated `sky_engine/lib/` directory.
#### Enabling `Color` fix_data fixes for `package:flutter/` libraries:
- The `Color` fixes from
`packages/flutter/lib/fix_data/fix_painting.yaml` are remove, and copied
to over to a new `packages/flutter/lib/fix_data/fix_dart_ui.yaml` file.
- This fix_data file specifies all the `flutter/` libraries which export
`Color`. With this change, importing any of these libraries will surface
the `Color` fixes, rather than only surfacing the fixes only when
`package:flutter/painting.dart` is specifically imported.
#### Other related changes
- Updates some entries in `fix_cupertino.yaml` and `fix_material.yaml`
which used the old `Color.withOpacity` method.
- Updates existing flutter package `test_fixes` tests.
- The color tests from the `painting` `test_fixes` test are moved to a
new `dart_ui` test. Note that this only runs the test with only one of
the `flutter/` libraries specified in `fix_dart_ui.yaml`
(`animation.dart`). Ideally I think we should run this test while
independently importing each one of the `flutter/` libraries specified
in `fix_dart_ui.yaml`. But AFAICT there's no easy way to do this without
creating a lot of duplicate code.
- There is no `fix_data` test for `dart:ui`. Because this isn't a
standard Dart library, I don't think there's an easy way to test its
`fix_data.yaml` in a similar way to the `flutter/` library fixes.

Switch Flutter to use pub workspaces as a preparation to unpin selected
packages.
Assumptions:
1. No packages in this repository are published to pub.dev --> We can
use `any` dependencies in most local pubspecs, as the global constraint
defines the version. An exception are the packages used outside of this
repo with an `sdk` dependency, namely `flutter_localizations`,
`flutter_test`, and `flutter`.
2. The "universes" `{flutter_tools}` and `{flutter,
flutter_localizations, flutter_goldens}` can use different packages
versions, as they are not resolved together. --> We do not need to
upgrade them in sync, we can first do one "universe", then the other.
Based on these assumptions, we use
https://github.com/mosuem/pubspec_merger.dart to merge all packages in
the `flutter` universe into a top-level pub workspace.
The `flutter` and `flutter_tools` workspaces being separate also ensures
that changes to `flutter` will not inadvertently break `flutter_tools`,
with not-so-nice consequences for our users which would be unable to run
`flutter upgrade`.
There is a third "top-level" pubspec besides `./pubspec.yaml` and
`packages/flutter_tools/pubspec.yaml`, namely
`packages/flutter_tools/.../widget_preview_scaffold/pubspec.yaml`. This
is an artifact due to it living under `flutter_tools`, so it can't be
part of the `./pubspec.yaml` workspace. Moving it would be a larger
change, and out of the scope of this PR.
This required a rewrite of the update-packages tool, but the main
functionality stays the same, as well as the argument names, to ensure a
seamless transition.

This PR is to wire up `MenuAnchor` related widgets to SemanticsRole.
* When use `MenuAnchor` and a menu is opened, the menu has
`SemanticsRole.menu`.
* `MenuBar` has `SemanticsRole.menuBar`
* `MenuItemButton` has `SemanticsRole.menuItem`
* `SubmenuButton` has `SemanticsRole.menuItem` with `aria-haspopup`
attribute setup.
* `CheckboxMenuButton` has `SemanticsRole.menuItemCheckbox`
* `RadioMenuButton` has `SemanticsRole.menuItemRadio`
This PR also includes some changes related to `OverlayPortal` and
`RawMenuAnchor` so the "button" and the "menu" that the button opens has
a "parent-children" relationship. Previously, they are siblings
relationship which will cause some navigation issue in a11y.

I also converted the `.sh` and `.bat` files (largely) to Dart, mostly
because I don't know enough Windows XP command prompt in order to make
the change safely. They should still run the same from the CI
bootstrapping, but most of the logic is now Dart code.
Will send a separate PR to update the `flutter/tests` PR template.

This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.
**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
