Remove call to SkTypeface::MakeDefault ( flutter/engine#47344 )

Skia plans to remove the default (global) SkFontMgr, which in turn,
requires the removal of a default typeface (e.g. the
typeface returned by `SkTypeface::MakeDefault` and when `nullptr` passed
in to the `SkFont` constructor).

header file cleanup focusing on removing unnecessary SkPicture includes ( flutter/engine#43589 )
...
Most of the #include directives for SkPicture are removed except where they are still functional. Many comments rewritten to no longer be SkPicture-centric.
- DL unit tests still use it for consistency testing
- rasterizer/engine still use it for screen shot support
- Fuchsia still uses it extensively

* [fuchsia] Add shell test for skp based shader warmup
* [fuchsia] use custom image serialization when writing out SKP's
This change adds custom image serialization functions for skp serialization
which write out onlythe image metadata and not the contents of the
images themselves. This allows SKP's to be used for shader warmup with
a significantly reduced disk space footprint.
