This is part 3 of a broken down version of the #140101 refactor.
There's some TODOs showing where I think we should change the behaviour, but in this PR the behaviour is unchanged.
A future PR will remove the tests that are redundant with these tests, but I wanted to make sure we had both sets in the codebase at the same time first.
This PR includes a change to the golden control test so that we can verify that these specific values do work on main. It would be extremely surprising if not, but in the interests of rigour...

This particular change wasn't in that original refactor but is a note to myself so that I remember how to test each of these changes in the future.
## Description
This PR fixes two test failures in `basic_test.dart` which surfaced when switching to M3 (see https://github.com/flutter/flutter/pull/127501)
Those failures are related to M3 typography which sets line height to 1.43.
Forcing line height to 1.0 seems reasonable for these particular tests. With this change these two test are successful for both M2 and M3.

## Tests
Updates 2 tests.
Updated tests in dev, examples/api, and tests/widgets to ensure that
they continue to pass when the default for `ThemeData.useMaterial3` is
changed to true.

This follows https://github.com/flutter/flutter/pull/59364 and cl/319911104
FittedBox is still default to hardEdge clip as new FittedBox is added to Google very quickly. Let's first roll other part of changes into Google first.
Flutter's `moreOrLessEquals` has a few advantages over `closeTo` from
the `matcher` package:
* It emits the epsilon value in the test result on failure.
* It uses a named parameter for epsilon, which improves readability
at the call site.
* It has a reasonable default for epsilon in cases where something
more specific isn't required.
Using it also has the nice property that it aids in its own discovery
when when people go looking for such functionality in new tests.
This change also includes a couple unrelated whitespace formatting cleanups.
