Remove outdated ignores ( #162773 )

Powered by the new and amazing `unnecessary_ignore` lint.
We're not enabling this lint by default because being able to
temporarily use ignores that don't ignore anything is a powerful tool to
enable migrations. We should turn this lint on locally periodically,
though, and clean up all outdated ignores.

Improve the test for clangd --check to choose files deterministically ( #161072 )

It seems that not all files in the Flutter repository are compatible
with clangd. This change improves the clangd invocation in CI to choose
files that are known to work with clangd.
Reason for the change:
In https://github.com/flutter/flutter/pull/161012 , I'm trying to update
GN to the latest version. However, this change made the order of files
in the compile_commands.json. This caused [the clangd check to
fail](https://ci.chromium.org/ui/p/flutter/builders/try/Linux%20clangd/10395/overview )
because `engine/src/flutter/tools/clangd_check/bin/main.dart` currently
chooses the first file in the compile_commands.json, and the newly
chosen file
(`engine/src/flutter/third_party/skia/modules/skparagraph/src/Decorations.cpp`)
is not compatible with clangd. To fix this, I'm making the test choose
the file that is known to work with clangd.
(`gen/flutter/assets/_fl__fl_assets_fixtures.cc`)

Remove default for stripped option in engine/src/flutter/tools/gn, don't strip by default on android ( #161546 )

Remake of https://github.com/flutter/engine/pull/52852 .
Makes it so that `stripped` defaults to false for android in `gn`
arguments, i.e. we don't strip the Android engine builds. AGP does this
by default when the NDK is installed (and we download it automatically
now after https://github.com/flutter/flutter/pull/159756 ).
In testing, the step that AGP does to strip symbols adds ~1-2 seconds to
the build.
Adds a tool verification for release app bundle builds that checks to
make sure we have stripped the debug symbols and placed them in the
[`BUNDLE-METADATA`
directory](https://developer.android.com/guide/app-bundle/app-bundle-format ).
The check is done by invoking `apkanalyzer`, which takes ~`0.5` seconds,
which is why the check is only enabled for release builds.
BEFORE LANDING: I need to follow up on
https://github.com/flutter/engine/pull/50443#issuecomment-1945644730 , to
ensure we start stripping symbols internally as well.

This PR eliminates (1) `scenario_app/android`, and all references to an
Android `scenario_app`, including documentation, CI configuration, build
rules, test runner, Android-side test application, and (2), to verify
and disambiguate the remains, renames the folder `ios_scenario_app`,
which is now accurate.
It also eliminates elements that were _only_ used in the Android-side
scenario_app, such as Firebase Test Lab uploading.
I would be open to doing this in phases if we thought it was better to
do so, but given its mostly a mechanical change (and by renaming the
directory, references can be checked merely by looking for
`/\bscenario_app/`, I believe this is safe to iterate on and eventually
merge after the holidays.
## Background
As of the merged mono-repo, there is no longer a requirement for the
engine to be testable as a standalone unit.
As an example,
[`%ENGINE%/testing/scenario_app`](3762f2e973/engine/src/flutter/testing/scenario_apphttps://github.com/flutter/flutter/tree/master/dev/integration_tests/native_driver_test ),
which is a full-fledged Flutter app, which uses standard tooling (i.e.
`flutter`), to test most of the same elements that previously were only
tested in the Android version of `scenario_app`.

Expand the .ci.yaml and builder.json linter ( #161991 )

Other than the integration test included, example output looks like
this:

✅ All build names must have a conforming prefix
✅ All builder files conform to release_build standards

I allow-listed a single case that needs to be moved, but I think this
provides value already.

Fix paths when running clang-tidy on git diffs ( #161496 )
...
The working directory was `engine/src/flutter` but all of the file names
already had those parent directories on them so we'd be trying to find
build commands for `engine/src/flutter/engine/src/flutter`. This change
tells the git commands to make the file names relative to the working
directory (which is already `engine/src/flutter`).
Someone more familiar with the `--lint-head` option should double check
its operation since I wasn't sure exactly what it was supposed to do,
but the list of files it generated looked correct.

Pre-format licenses script ( flutter/engine#57219 )

The license script has load-baring formatting: Changing its format makes signature checks fail. To ensure the formatting change goes in smoothly later this week I am taking it off the critical path by pre-formatting it.
The script itself is fairly stable, so I am not expecting any changes to it between now and when we actually enforce formatting.
Edit: The issue that surfaced with `ci/licenses_golden/licenses_dart` is another reason to take this off the critical path of enforcing formatting.

Adjust some ignores for 'dart format' ( flutter/engine#57208 )

When running `dart format` over these lines the `// ignore` ended up on a line where it wasn't properly ignoring the lint. This adjusts the placement of `// ignore`s so they will continue to ignore the right thing even after the code is auto formatted.
I am hoping that if we do this now the large PR that formats the entire repo will go in smoother without manual intervention.

Delete stale package_config.json in gclient sync hook ( flutter/engine#57195 )

On the bots there were old and stale `package_config.json` files hanging around that confuse the `dart format` command. This PR adds a step to the `pub_get_offline.py` glcient sync hook to delete all of these files that are not under version control.

The yapf Python formatter is abandoned and only works with Python versions up to and including Python 3.11. upgraded, this will become more and more problematic. On some Linux distributions side-by-side python installations are unsupported, for example.

fml::scoped_nsobject and fml::scoped_nsprotocol classes are no longer
necessary now that the entire codebase has been migrated to ARC.
This also eliminates the fml_arc_unittests target which tests that code.
All references to that target in documentation, run_tests.py have been
removed. This target was used in various `et` build/query unit tests and
has been replaced with the fml_unittests target in those cases.

This attempts to reland the single-threaded Skwasm PR: https://github.com/flutter/engine/pull/56206
The main changes here are in the second commit:
* We need to actually bundle the `skwasm_st` artifacts in `flutter_web_sdk.zip`
* The `locateFile` hack no longer works since emscripten doesn't actually create a worker.js file anymore. So instead, that has been modified to use the `mainScriptUrlOrBlob` module API to do a very similar hack.
Note: I did presubmit testing with the framework CI and it appears the pertinent tests pass. See https://github.com/flutter/flutter/pull/157967

This change reverts the following previous change:
This PR creates a single-threaded version of the skwasm renderer, appropriate for non-crossOriginIsolated browsing contexts.
* The single threaded renderer is essentially the same as the multi-threaded renderer, except instead of spawning a web worker and posting messages to it, it simply schedules microtasks on the main thread in their place.
* The new renderer is vended as `skwasm_st.js` and `skwasm_st.wasm` in the same location as multithreaded skwasm. In order to properly build and function, we needed some fixes I put into emscripten that landed in version 3.1.70. That version also changed some behavior that required a few fixes to the CanvasKit build files.

Skwasm single threaded ( flutter/engine#56206 )

This PR creates a single-threaded version of the skwasm renderer, appropriate for non-crossOriginIsolated browsing contexts.
* The single threaded renderer is essentially the same as the multi-threaded renderer, except instead of spawning a web worker and posting messages to it, it simply schedules microtasks on the main thread in their place.
* The new renderer is vended as `skwasm_st.js` and `skwasm_st.wasm` in the same location as multithreaded skwasm. In order to properly build and function, we needed some fixes I put into emscripten that landed in version 3.1.70. That version also changed some behavior that required a few fixes to the CanvasKit build files.

This PR adds (and implements) the `--gn-args` (extra command-line GN args) functionality by generalizing on the concept of "merged" GN args that @zanderso had special-cased for `--lto` and `--rbe`, and further testing it.
There is also a logical place for us to expand support of merged arguments at a future point in time.

This change removes the in-house built pm-based build rules in favor of the high level fuchsia_component / fuchsia_package in the gn-sdk.
Also the use of pm in build_fuchsia_artifacts.py is removed as the placements of the binaries changed.
