Adds a check to retrieve explicit text from Clipboard items via [`getText`](https://developer.android.com/reference/android/content/ClipData.Item#getText()) before attempting to retrieve data if the Clipboard item (`ClipData.Item`) has an associated URI. Also adds more error handling for edge cases concerning URIs (the URI not having the content scheme or being null).
Fixes https://github.com/flutter/flutter/issues/74320. Some content providers will not send URIs containing the `text/*` pattern or have the content scheme (`content://`), but ultimately we should expect Clipboard items to either fall **not** into one of those categories or have an explicit textual value available via `getText`. In case this is not true, though, checks for non-content URIs and null URIs are added, as well :)
Tested on a Samsung tablet with pasting from MS Word, MS Excel, and Samsung Notes.

Platform Views on Android require API 29 when using Vulkan.
~~I'm not sure if I did the CI changes right, want to run it here and see. The added test needs to run on a device or emulator with API 29 or above and API 28 or below to be valid.~~
Makes the following changes to CI:
- Runs the emulator tests on presubmit, but only if `shell/platform/android/**` or `lib/ui/**` or `.ci.yaml` changes.
- Changes the emulator tests to be a regular engine_v2 test that spawns an x86 build. Unfortunately, the older API level emulators are only available for x86, not x86_64, and you cannot run the binary we create unless it matches the ABI.
- Runs the new test on both API 28 and API 34.

This reverts commit af107ceba5d188019df780e0be192dd7092ea35a. It is no
longer needed as we have resolved the flickering issue in the
ImageReader backend.
The difference between this PR and the original is the change to the `AndroidManifest.xml`. For context, right before the original PR landed, [a change to upgrade the target sdk](https://github.com/flutter/engine/pull/47683) in the manifest from 31 to 33 landed. It also removed the lint complaining about using an old target sdk version from the baseline lint file. So this change upgrading the sdk, but not the target sdk in the manifest, triggered the lint again.

4. Updates the baseline lint to include the new non-trivial lint ([fixed in a different PR](https://github.com/flutter/engine/pull/47817/files)).
5. Changes some instances where we were hardcoding android apis as numbers (e.g. `sdk = 16') to use version codes (see the [comment below](https://github.com/flutter/engine/pull/47609#issuecomment-1800308658)).

When we do:
```
coords.toolMajor = (float) (double) coordsList.get(3) * density;
```
`coordsList.get(3)` is casted to a `double`, then a `float`, before the multiplication happens.
I don't think this is intentional. The intention of the code here seems to be:
- Cast to a `double`: `coordsList` is a `List<Object>` so the cast narrows the value
- Cast to a `float`: To fit the resulting value into [`coords.toolMajor`](https://developer.android.com/reference/android/view/MotionEvent.PointerCoords#toolMajor), which is a `float`.
As such, add parenthesis to address this.

The new `BUILD.gn` files in the Engine tree can't go under
`build/secondary` because Skia still has its own, and they'd be selected
first. So, this PR puts the new `BUILD.gn` files under `flutter/skia`.
## Description
Before we deprecate the `RawKeyEvent` code, it needs to provide parity in functionality. One thing that is missing is the `eventSource` field from the `RawKeyEventDataAndroid` class, which provides the device type for the event.
See https://developer.android.com/reference/android/view/InputDevice#SOURCE_KEYBOARD for an example.
This PR implements that support, and sets the source to `KeyEventDeviceType.keyboard` for platforms that don't provide this information. The main thing it does is add the enum `KeyEventDeviceType`, and a new field `KeyData.deviceType`.

When we enter hybrid composition mode we 'pause' the default RenderSurface (implemented by SurfaceView or TextureView) and swap to an ImageReader based RenderSurface.
When we return from hybrid composition mode we recreate and re-initialize the real RenderSurface as if it was being used for the first time.
This broke Platform Views in an internal app b/306122497 because we would incorrectly tell the texture to attach when it was never detached.
This CL changes the protocol so that when we return from hybrid composition mode we only swap the RenderSurface and do not re-create it. This avoids doing a bunch of unnecessary work and fixes the logic error of re-attaching textures that were never detached.

Trace GPU execution time on GLES using GL_EXT_disjoint_timer_query. This requires a per-app opt in from the Android Manifest with the key `"io.flutter.embedding.android.EnableOpenGLGPUTracing` set to true.
- Refactor the fence waiting code to only wait on Android >= 33.
- Log a warning message once per image rendering target on Android >= 29 && < 33.
- Add a simple unit test of ImageReaderPlatformViewRenderTargets.
When objcopy is used to embed data into a linkable object file, that
object file will only have default bits set in its header for ABI etc..
If the linker doesn't cooperate by ignoring ABI mismatches on object
files without code, then linking will fail. This PR stops using objcopy
to create an object file that embeds icudtl.dat into the Android
embedder, and instead uses the `bin_to_assembly.py` script that we're
already using for Dart VM snapshot data.

Fixes internal bug b/303652511 and includes a regression test.
The TL;DR of the bug is that when re-launching a singleton-cached-engine
Flutter activity using FLAG_ACTIVITY_CLEAR_TASK, the teardown of the
previous Flutter activity interleaves with the creation of the new
Flutter activity, resulting in the Flutter engine ending up incorrectly
in the AppLifecycleState.detached state. This then results in the app
being completely unresponsive because Flutter doesn't draw frames in
this state. I don't know if the issue is reproducible in production
under normal user operation, but I'm concerned it very easily could be.
There's also nothing stopping other apps or Android system code from
launching an app using this flag.
## Description
This Android related PR adds a channel buffer and a plugin to interact with Android 'process text' feature. It makes it possible to query text processing actions and to run those actions (for instance 'calling' Google translate).
Text actions that outputs a processed text are supported.
The implementation is based on the great sample provided by @gualse , see https://github.com/flutter/flutter/issues/107603#issuecomment-1646629158.
In order to return a non empty list of text actions, the implementation will require adding a section to the Android manifest file (see https://github.com/flutter/flutter/issues/107603#issuecomment-1683487087).
Adding this section automatically to new or existing Flutter apps is not part of this PR but will be tackled in a future PR.

Adds 3 tests.
The root bug (b/300627634) was that we were holding onto HardwareBuffers
after the owning Image was closed. This CL refactors the C++ code to
properly hold a reference to the Image until it is safe to dispose of.
This CL also refactors the Impeller GL and Skia GL code paths to share
more code.
An internal customer is seeing flickering on some high FPS phones.
While we try and reproduce / gain more knowledge of this problem this PR adds a AndroidManifest.xml flag to disable their usage.
The boolean flag is:

# Description
This PR fixes the `gl_populate_existing_damage` in embedder.cc, which currently returns an empty rectangle when a full repaint is needed. This leads to the `frame_damage` being considered empty in rasterizer.cc, causing incorrect partial repaint within Flutter when `gl_populate_existing_damage` is not provided by the embedder.
