5fb88851d5 Add Semantics Property linkUrl (flutter/engine#53507)
The new property allows the user to specify a URI for their semantics link node. It's plumbed through for both web and non-web engines, but it's only used in the web engine currently. It sets the `href` of the anchor element associated with semantics node.

This is going to unlock better semantics support in the Link widget on web ([PR](https://github.com/flutter/packages/pull/6711)).

2e2f3e35cd Update uses of GrVkBackendContext and other deprecated type names (flutter/engine#53491)
As of [this CL](https://skia-review.googlesource.com/c/skia/+/859125),
`GrVkBackendContext` is an alias for `skgpu::VulkanBackendContext`, so
this updates Flutter to use the GPU-backend agnostic version. See
<https://issues.skia.org/issues/309785258>.

2b309db996 Add support for setting the heading level for web semantics (#97894) (flutter/engine#41435)
This change adds a new property in Semantics widget that would take an integer value corresponding to the heading levels defined by the ARIA heading role. This is necessary in order to get proper accessibility and usability in a website for users who rely on screen readers and other assistive technologies.

89547e5ba6 Migrate off deprecated GrVkBackendContext fields (flutter/engine#53122)

Skia would like to remove these deprecated fields, so this updates
Flutter's use of them to use the new ways.

Note that `VulkanWindow` seems to be unused (or no longer used?) since
there was a mistyped define (`SK_VUKLAN` -> `SK_VULKAN`) causing the
code I am fixing to never be run.

f20b17a2ae [Impeller] Prepare a SkiaGPU-less iOS build. (flutter/engine#52748)
The size of the LTO build of the engine with the dylib compressed is as follows:

$ du -k libFlutter*
5236	libFlutter.dylib.tar.gz
4324	libFlutterSlimpeller.dylib.tar.gz
```

Sizes are in KiB. This represents a binary size reduction of 17.41% of the compressed artifacts. The compression ratios will likely differ based on the compression scheme.

Uncompressed, the sizes are:

$ du -k libFlutter*
16920	libFlutter.dylib
14044	libFlutterSlimpeller.dylib
```

This represents a binary size reduction of 16.99% which is in the same ballpark.

The really mucky bit was backing out the raster cache and persistent cache. I want to clean that up in a later patch so that those TUs are part of a separate submodule.

Opting out of Impeller will lead to a fatal log at startup saying the opt-out is disallowed.

584a0394aa [Impeller] remove image upload from IO thread, limit concurrent worker threads. (flutter/engine#52423)

We're currently using the IO thread to bottleneck image uploads. Instead, just use fewer concurrent worker threads - and cap the limit at something small. For a Pixel device, this should use about 2 threads maximum, instead of  5 (4 worker and 1 IO).

dc82dbb0b9 Move Shell::Add/RemoveView to PlatformView and refine embedder API doc (flutter/engine#52003)
This PR moves the methods to add or remove views from `Shell` to
`PlatformView`. By design, the `Shell` is supposed to be a messenger
that glues classes together, while `PlatformView` is the operator that
embedders that do not use the embedder API should operate on. The
current design was made due to lack of knowledge to this design.

This also makes `PlatformView` aware of views, which might be a
prerequisite to https://github.com/flutter/engine/pull/51925.

This PR also adds some details to embedder API `AddView` and
`RemoveView`.

### Sync over async

Windows expects synchronous operations: windows are created, resized, and destroyed synchronously. However, Flutter native is asynchronous due to its [threading model](https://github.com/flutter/flutter/wiki/The-Engine-architecture#threading).

This change blocks the platform thread when a non-implicit view is added or removed. See: https://flutter.dev/go/multi-view-sync-over-async

### Synchronization

The embedder and engine have separate view states that they synchronize asynchronously. The engine can present a view on the raster thread while the embedder is destroying that same view on the platform thread. This change introduces a mutex to protect against this:

1. The platform thread acquires a **shared** lock whenever it needs to access the view.
2. The platform thread acquires an **exclusive** lock to add a view to the embedder, _before_ it notifies the engine of the view
3. The platform thread acquires an **exclusive** lock to remove a view from the embedder, *after* the engine has acknowledged the view's removal but *before* the embedder destroys the view.
4. The raster thread acquires a **shared** lock to present to a view. This lock is held for the entirety of the present operation, thereby blocking the platform thread from destroying the view.

The implicit view is an important corner case. The framework/engine believe the implicit view **always** exists, even if the app is in headless mode. The embedder does not notify the engine when it destroys the implicit view. In other words, the embedder must safely ignore presents to the implicit view when it does not exist.

694f9469bf Fix a memory error in a multithreaded test (flutter/engine#51951)
The culprit test asks different threads to access some stack variables, but the stack might return earlier than the threads' completion. This PR fixes it by adding latches.

This test, despite being possibly fine for now, consistently triggers the following asan error when I make some unrelated trivial changes.

7553282a55 Multiview backing store (flutter/engine#51722)
With this PR, backing stores are labeled with view IDs. When the engine requests the embedder to create a backing store, the engine will promise that it will only be used for a specific view.

This follows the design doc http://flutter.dev/go/backing-stores-for-multi-view-partial-repaint, so that backing stores can be used as a front surface that retains its content last frame.

The engine will create a render target cache for each view to cache backing stores separately.

### Alternative design

The separate render target cache for each view is not needed to implement the design doc, since all usages described in the design doc avoids the engine cache. Instead, we can make the engine still only manage one render target cache for all views, and backing stores in it are interchangeable across views. We might describe the behavior in this way:
* In general, the view ID is just provided to the creating callback as information. (This is how it is seen when the engine cache is avoided.)
* If the engine cache is used, then the created backing store might not be immediately collected, and might be reused for different views.

But it's really hard to explain the mechanism and the result is really confusing (as can be seen from my attempt). Why is there a view ID but it's not used, and if you enable the engine cache it's not even followed?

That's why I chose the current approach. Feel free to suggest otherwise for this.

1bfca0c056 [Impeller] Add a TextureGLES API for wrapping a framebuffer and use it to implement OpenGL FBO targets in the embedder library (flutter/engine#51269)
The Linux embedder is rendering to a FlutterOpenGLFramebuffer that specifies an OpenGL FBO.  This API allows the embedder to create a color attachment that wraps the FBO so that the render pass will bind to that FBO during encoding.

e582a0c54e Make EmbedderExternalViewEmbedder present to the correct view (flutter/engine#51719)
This PR connects the view ID provided by the rasterizer to `EmbedderExternalViewEmbedder`'s presenting call (see `embedder_external_view_embedder.cc`).

This PR also contains a refactor (which actually takes the majority of LOC) that moves the specification of view ID from `PrepareFlutterView` to `SubmitFlutterView`.  The `flutter_view_id` parameter in `PrepareFlutterView` was added in https://github.com/flutter/engine/pull/46169. It turns out that we don't need the view ID throughout the preparation phase, so we can delay the specification to submission, which makes it feel cleaner.

### Tests

Existing tests are changed to verify that `SubmitFlutterView` receive the correct view ID.

The feature that `EmbedderExternalViewEmbedder` sends the view ID to the presenting API is not tested for now, because `EmbedderExternalViewEmbedder` is typically tested in `embedder_unittests`, but it requires the embedder API `AddView`. It will be tested in later changes to `EmbedderExternalViewEmbedder`.

3942f01773 [DisplayList] Pre-Compute saveLayer bounds in DLBuilder (flutter/engine#50935)
Previously the DisplayListBuilder would only pass along bounds for a saveLayer when they were supplied by the caller that was building the DisplayList. This would require Impeller to use post-processing of the EntityPass lists to compute them on its own.

DisplayList can now compute those bounds as it builds the DisplayList to save dispatch clients from having to do so on their own. It will also provide an indicator in the case when the caller supplied bounds that ended up being too small to capture all of the content, causing clipping by the layer render target.

6a151f5c40 [Impeller] Make masks type safe. (flutter/engine#51369)
Uses the utility added in https://github.com/flutter/engine/pull/51361

I counted the removal of 58 static casts. There was one addition made to the original utility however. Vulkan HPP was promoting all enums to its own mask type. This in itself is problematic but we got away with it because there was no one else doing this kind of promotion. Till we added our own utility. To avoid polluting the namespace with methods that may cause ambiguity, enums that are masks must explicitly be marked as maskable with `IMPELLER_ENUM_IS_MASK` in the `impeller` namespace.

No change in functionality.

b2f119de6b [dart:ui] Add view ID to PointerData.toString (flutter/engine#51352)
The `view_id` is useful information as the pointer's `x` and `y` coordinates are relative to the view's origin.

Changes since the original PR:
- The macOS embedder does not assume particular clock when calling the embedder API, but converts CAMediaTime to engine time and back (`FlutterTimeConverter`)
- `FlutterVSyncWaiter` does not wait for displaylink callback during warmup frame. This should prevent `timeToFirstFrameRasterizedMicros` regressions.
- When enforcing frame pacing the raster thread is not blocked. This should prevent `average_frame_rasterizer_time_millis` regressions.

0d3941630d Revert "[macOS] Use CVDisplayLink to drive repaint (#49159)" (flutter/engine#51095)
The original PR assumed that `fml::TimePoint` has same base as
`CACurrentMediaTime()`. However due to recent change in Dart SDK that's
no longer true. Dart SDK
[replaced](https://dart-review.googlesource.com/c/sdk/+/348044?tab=comments)
call to `mach_absolute_time` with
`clock_gettime_nsec_np(CLOCK_MONOTONIC_RAW)`, while
`CACurrentMediaTime()` corresponds to `CLOCK_UPTIME_RAW`.

This needs to be fixed either in Dart SDK
https://github.com/dart-lang/sdk/issues/55071 or the original PR needs
to be relanded with appropriate conversions.

This reverts commit 8ff01af723be83ab019b0ddf7d64d8586d280186.

8ff01af723 [macOS] Use CVDisplayLink to drive repaint (flutter/engine#49159)

This PR synchronises updates with display refresh allowing for true
120hz repaint. It also enforces frame pacing resulting in smoother
experience at both 60hz and 120hz.

55da4fb37d Make the GL context current in EmbedderSurfaceGLImpeller before creating the GPU surface (flutter/engine#50807)
The GPUSurfaceGLImpeller ctor creates an AiksContext/ContentContext, which loads the shader pipelines.  If the current thread does not have a GL context and can not execute ReactorGLES operations, then the pipeline futures will not complete.  This can cause the raster thread to hang if the reactor has not run and the futures are still incomplete when a rendering task later needs to obtain the pipeline.

c0159abf1b Implement the render_to_surface flag in GPUSurfaceGLImpeller (flutter/engine#50669)
Without this, the EmbedderExternalViewEmbedder's call to SurfaceFrame::Submit will render an empty display list that will overwrite the output rendered by the external view embedder's layers.
