Replace Hybrid Composition wiki page with dev-facing content (#180642)
The wiki is supposed to be for team-focused documentation, but this page
was client-focused. That was resolved at some point via the creation of
https://docs.flutter.dev/platform-integration/android/platform-views,
https://docs.flutter.dev/platform-integration/ios/platform-views, and
https://docs.flutter.dev/platform-integration/macos/platform-views, and
this page is now a somewhat outdated (e.g., in doesn't use code
excerpting to ensure correctness like the docs page does), less
client-friendly version of those pages.

This removes essentially all of the duplicated content, and makes it a
much smaller, team-focused page, following the format of the
corresponding TLHC page in the wiki.

Since there are likely external pages that linked here for the old
content, this leaves a breadcrumb to the client-facing docs at the top.

Update engine setup docs. (#176750)
- Move "gclient bootstrap" out of engine/README.md into a section in the
"Setting up the Engine development environment" doc.
- In the "gclient bootstrap" section, instruct Googlers to follow the
RBE setup docs.
- Update the "Additional Steps for Web Engine" to reflect the fact that
the user's gclient file is copied from a template that contains a
commented-out web engine entry.
- Link to the "Engine Tool" docs instead of to "Compiling the engine"
for the next steps.
- In the RBE doc:
- Update the gclient instructions to reflect that the gclient file may
be copied from rbe.gclient.
- Move the "gcloud" section into the "Getting started" parent section.
The gcloud setup is required before any of the next steps.
- Instead of suggested the "gcloud auth application-default login"
command in case of an error, directly instruct the user to run this
command. It's required for things to work.
- Add a "Too many open files" section to the Troubleshooting parent
section.

Updates to flutter web triage links (#175791)
- Remove Jackson's link.
- Links for team members' links used to only show assigned P2/P3 issues
(which are not supposed to be assigned), but that means we were missing
some assigned issues that didn't have a priority at all (and they don't
show up in triage because they are assigned!).
- So, in this PR, I'm changing those links to exclude P0/P1 but show
everything else. This way, if a non-triaged issue is assigned to
someone, it'll show up in triage.

As I was building Flutter engine locally on my macOS with Apple Silicon
I realized some steps are missing from the manual. Hope this change can

Before, we looked at all untriaged text input issues, regardless of
which team they’re assigned to.

Now, we look at all issues assigned to the text input team that have not
been triaged by the text input team yet.

### Motivation

The text input team missed July's triage process self-test:

The previous triage query was incompatible with issues that are assigned
to another team. For example, an issue that is assigned to multiple
teams (https://github.com/flutter/flutter/issues/171486) or
`fyi-text-input` issues that another team marked as triaged.

fix: get content hash for master on local engine branches (third attempt) (#173169)
The content hash doesn't exist for local engine changes, except for on
CI. If we detect we're on a branch with committed or uncommitted changes
to engine files; use "master".

The first commit in this PR is the previously LGTM'd changes for the
above; with tests.

The second commit is the critical change to make this work in post
submits (fixes #173143). It turns out that while LUCI reports the GitHub
private branches; our recipes directly checkout the git sha. This
matters because the content scripts couldn't determine the branch name
and the rev-parse was just HEAD. This lead the scripts down the
merge-base logic, which returns the previous commit.

A test was added specifically for this.

Alternatively to this change, we could have checked for LUCI_CONTEXT
being present in the environment. This is checked by Flutter tools in
some cases, but not by any other scripts in `bin/internal`. The downside
to checking HEAD: if you have a local branch with engine changes and you
move back a revision - `dart`/`flutter` invocations will generate the
hash for your local changes and fail.

This PR is split into two commits:

1. d6253794e8982348c5c21cb63e8f6bf785664be6, code from
https://github.com/flutter/flutter/pull/168437 without any changes
2. f35d29e4af630d2d4fdb0cda8686b6ff9f77227a, updates the PR to omit
obvious types.

Original PR description:

## Motivation

We'd like to let users opt-in to experimental features so that they can
give early feedback while we iterate on the feature. For example:

Example feature flags:

1. Android sensitive content:
https://github.com/flutter/flutter/pull/158473. When enabled, Flutter
will tell Android when the view contains sensitive content like a
password.
3. Desktop multi-window. When enabled, Flutter will use child windows to
allow things like a context menu to "escape" outside of the current
window.

### Use case

Users will be able to turn on features by:

* **Option 1**: Run `flutter config --enable-my-feature`. This enables
the feature for all projects on the machine
* **Option 2**: Add `enable-my-feature: true` in their `pubspec.yaml`,
under the `flutter` section. This would enable the for a single project
on the machine.

Turning on a feature affects _both_ development-time (`flutter run`) and
deployment-time (`flutter build x`). For example, I can `flutter build
windows` to create an `.exe` with multi-window features enabled.

## How this works

This adds a new
[`runtimeId`](https://github.com/flutter/flutter/pull/168437/files#diff-0ded384225f19a4c34d43c7c11f7cb084ff3db947cfa82d8d52fc94c112bb2a7R243-R247)
property to the tool's `Feature` class. If a feature is on and has a
`runtimeId`, its `runtimeId` will be [stamped into the Dart application
as a Dart
define](https://github.com/flutter/flutter/pull/168437/files#diff-bd662448bdc2e6f50e47cd3b20b22b41a828561bce65cb4d54ea4f5011cc604eR293-R327).
The framework uses this Dart define to [determine which features are
enabled](https://github.com/flutter/flutter/pull/168437/files#diff-c8dbd5cd3103bc5be53c4ac5be8bdb9bf73e10cd5d8e4ac34e737fd1f8602d45).

### Multi-window example

https://github.com/flutter/flutter/pull/168697 shows how this new
feature flag system can be used to add a multi-window feature flag:

1. It adds a new [multi-window
feature](https://github.com/flutter/flutter/pull/168697/files#diff-0ded384225f19a4c34d43c7c11f7cb084ff3db947cfa82d8d52fc94c112bb2a7R189-R198)
to the Flutter tool. This can be turned on using `flutter config
--enable-multi-window` or by putting `enable-multi-window: true` in an
app's .pubspec, under the `flutter` section.
2. It adds a new
[`isMultiWindowEnabled`](https://github.com/flutter/flutter/pull/168697/files#diff-c8dbd5cd3103bc5be53c4ac5be8bdb9bf73e10cd5d8e4ac34e737fd1f8602d45R7-R11)
property to the framework.
4. The Material library can use this new property to determine whether
it should create a new window.

## Limitations

### Tool and framework only

For now, these feature flags are available only to the Flutter tool and
Flutter framework. The flags are not automatically available to the
embedder or the engine.

For example, embedders need to configure their surfaces differently if
Impeller is enabled. This configuration must happen before the Dart
isolate is launched. As a result, the framework's feature flags is not a
viable solution for this scenario for now. For these kinds of scenarios,
we should continue to use platform-specific configuration like the
`AndroidManifest.xml` or `Info.plist` files.

This is a fixable limitation, we just need to invest in this plumbing :)

### Tree shaking

Feature flags are not designed to help tree shaking. For example, you
cannot conditionally import Dart code depending on the enabled feature
flags. Code that is feature flagged off will still be imported into
user's apps.

Currently, google3's `Google3Features` extends `FeatureFlags`. As a

This change reverts the following previous change:
## Motivation

We'd like to let users opt-in to experimental features so that they can
give early feedback while we iterate on the feature. For example:

Example feature flags:

1. Android sensitive content:
https://github.com/flutter/flutter/pull/158473. When enabled, Flutter
will tell Android when the view contains sensitive content like a
password.
2. Desktop multi-window. When enabled, Flutter will use child windows to
allow things like a context menu to "escape" outside of the current
window.

### Use case

Users will be able to turn on features by:

* **Option 1**: Run `flutter config --enable-my-feature`. This enables
the feature for all projects on the machine
* **Option 2**: Add `enable-my-feature: true` in their `pubspec.yaml`,
under the `flutter` section. This would enable the for a single project
on the machine.

Turning on a feature affects _both_ development-time (`flutter run`) and
deployment-time (`flutter build x`). For example, I can `flutter build
windows` to create an `.exe` with multi-window features enabled.

## How this works

This adds a new
[`runtimeId`](https://github.com/flutter/flutter/pull/168437/files#diff-0ded384225f19a4c34d43c7c11f7cb084ff3db947cfa82d8d52fc94c112bb2a7R243-R247)
property to the tool's `Feature` class. If a feature is on and has a
`runtimeId`, its `runtimeId` will be [stamped into the Dart application
as a Dart
define](https://github.com/flutter/flutter/pull/168437/files#diff-bd662448bdc2e6f50e47cd3b20b22b41a828561bce65cb4d54ea4f5011cc604eR293-R327).
The framework uses this Dart define to [determine which features are
enabled](https://github.com/flutter/flutter/pull/168437/files#diff-c8dbd5cd3103bc5be53c4ac5be8bdb9bf73e10cd5d8e4ac34e737fd1f8602d45).

### Multi-window example

https://github.com/flutter/flutter/pull/168697 shows how this new
feature flag system can be used to add a multi-window feature flag:

1. It adds a new [multi-window
feature](https://github.com/flutter/flutter/pull/168697/files#diff-0ded384225f19a4c34d43c7c11f7cb084ff3db947cfa82d8d52fc94c112bb2a7R189-R198)
to the Flutter tool. This can be turned on using `flutter config
--enable-multi-window` or by putting `enable-multi-window: true` in an
app's .pubspec, under the `flutter` section.
2. It adds a new

## Limitations

### Tool and framework only

For now, these feature flags are available only to the Flutter tool and
Flutter framework. The flags are not automatically available to the
embedder or the engine.

For example, embedders need to configure their surfaces differently if
Impeller is enabled. This configuration must happen before the Dart
isolate is launched. As a result, the framework's feature flags is not a
viable solution for this scenario for now. For these kinds of scenarios,
we should continue to use platform-specific configuration like the
`AndroidManifest.xml` or `Info.plist` files.

This is a fixable limitation, we just need to invest in this plumbing :)

### Tree shaking

Feature flags are not designed to help tree shaking. For example, you
cannot conditionally import Dart code depending on the enabled feature
flags. Code that is feature flagged off will still be imported into
user's apps.

Add feature flags to the framework (#168437)

Fix broken markdown link to Engine repository in Project-teams.md (#171267)

This PR fixes a broken markdown link in the Flutter project teams
documentation that prevents proper navigation to the Engine repository.

**Issue Fixed**: In `docs/about/Project-teams.md`, the Engine repository
link was malformed due to a missing opening bracket in the markdown
syntax. The link appeared as `([flutter
engine]https://github.com/flutter/flutter/tree/main/engine)` instead of
proper markdown link syntax.

**Change Made**: Added the missing opening parenthesis to fix the
markdown link:
```diff
- * The Engine ([flutter engine]https://github.com/flutter/flutter/tree/main/engine)
+ * The Engine ([flutter engine](https://github.com/flutter/flutter/tree/main/engine))
```

**Impact**: This ensures developers reading the documentation can
properly navigate to the Engine repository and that the markdown renders
correctly across all platforms.

This fixes a documentation quality issue found during routine
documentation review. While this doesn't correspond to a specific filed
GitHub issue, it addresses a clear usability problem in the official
Flutter documentation.
