[flutter_tools] Enable hot reload on the web
Update the defaults so hot reload is enabled on web development builds
by default.
This enables the use of a new module representation in the compiled
JavaScript.
Passing `--no-web-experimental-hot-reload` will disable the ability to
hot reload
and return to the AMD JavaScript module representation.
This change avoids enabling hot reload in the flutter drive tests since
they rely on
`-d web-server` which has known startup issues. When
https://github.com/dart-lang/sdk/issues/60289 is
resolved it should be safe to enable hot reload by default for the
`flutter drive`
tests.

Now `act -W .github/workflows/tool-test-general.yml` works locally on
the command line.
Future improvements:
- Offer another way to set the "version" rather than tags; this causes a
longer checkout time.
- Multi-proc the tests and use as many cores as possible?
- Solve for packages downloading?
3.5 minutes isn't terrible.

`flutter_test`, and `flutter`.
2. The "universes" `{flutter_tools}` and `{flutter,
flutter_localizations, flutter_goldens}` can use different packages
versions, as they are not resolved together. --> We do not need to
upgrade them in sync, we can first do one "universe", then the other.
Based on these assumptions, we use
https://github.com/mosuem/pubspec_merger.dart to merge all packages in
the `flutter` universe into a top-level pub workspace.
The `flutter` and `flutter_tools` workspaces being separate also ensures
that changes to `flutter` will not inadvertently break `flutter_tools`,
with not-so-nice consequences for our users which would be unable to run
`flutter upgrade`.
There is a third "top-level" pubspec besides `./pubspec.yaml` and
`packages/flutter_tools/pubspec.yaml`, namely
`packages/flutter_tools/.../widget_preview_scaffold/pubspec.yaml`. This
is an artifact due to it living under `flutter_tools`, so it can't be
part of the `./pubspec.yaml` workspace. Moving it would be a larger
change, and out of the scope of this PR.
This required a rewrite of the update-packages tool, but the main
functionality stays the same, as well as the argument names, to ensure a
seamless transition.

* `.github/workflows/content-aware-hash.yml`: github action for CI/CD
hashing

Adds a new `widget_preview_scaffold.shard` directory which contains a
hydrated `widget_preview_scaffold` template. This will allow for us to
write widget tests against the widgets defined in the templates.
This PR doesn't add any widget tests and is only adding the ability to
run these tests in follow up changes.

The depot_tools Ninja wrapper looks for Ninja at specific paths within
the tree. The use of "name": "." in the engine's .gclient file is not
expected by the depot_tools logic for locating the engine's source
directory.
This PR creates an alternative layout that is supported by depot_tools.
If the project root directory contains a "buildtools" subdirectory, then
depot_tools will look for Ninja at "third_party/ninja" within the root.

Use the PlatformViewController2 to register a platform view, allow the
dart side platform view logic to opt into this new platform view. Wires
up an integration test with android_engine_test.
A few changes in this PR (could have been split up, but that would take
an extra 4 hours - 2 days in CI time):
- Removed the old `flutter_driver_android_test` shards and references
- Override `AndroidManifest.xml` per backend, forcing that backend to be
used (no fallbacks) or it fails
- Bumps the Android emulator to 35 due to the use of magic strings, I
think
The check for the Impeller backend actually being used is the honor
system right now, as a bug in `flutter drive`
(https://github.com/flutter/flutter/issues/162087) prevents me from
seeing error output, meaning that it's impossible to be sure a
particular Impeller backend is used (or understand why a crash happens),
so I guess I'll work on that next.
Due to https://github.com/flutter/flutter/issues/162088, we were
accidentally running our Vulkan tests as OpenGLES 🤦🏼 .
Towards https://github.com/flutter/flutter/issues/161333.
This adds the initial `.ci.yaml` configuration (marked `bringup: true`),
without changing the existing shard to avoid the problems we ran into
last time when I renamed the shard atomically, as well as piping for
providing context in which the test will run (Vulkan or OpenGLES), which
can't be introspected in the _running_ app.
In a follow-up PR I'll:
- Edit `AndroidManifest.xml` before the suite, setting `ImpellerBackend`
appropriately
- Move the bringup nodes to presubmit
- Delete the existing (legacy) node
