## Description
Continuing the work from @jamilsaadeh97 to replace verbose null checks
with modern
[null_aware_elements](https://dart.dev/tools/linter-rules/use_null_aware_elements)
syntax.
This PR cleans up the remaining files not covered in the previous parts,
making the code more concise.

Use the content aware hash when downloading engine artifacts. These are
currently produced when changes to DEPs, engine/, or the release file
are changed in a not-seen-before way.
We can eventually remove engine.version being tracked in release
branches as an optimization.
FLUTTER_PREBUILT_ENGINE_VERSION will stay for overriding the
engine.version for testing. Though Cocoon does not need to actually set
it for framework only PRs anymore.

The `frameworkVersion` string written to the version files wasn't
actually parsable by `GitTagVersion` as it didn't match the format
output by `git`.
This change updates the `frameworkVersion` format to use a `-` instead
of a `.` before the commit count and adds support to the version parsing
regex to handle both `.` and `-` separators before the commit count.

- local runs: update utils.dart to safely call terminal width
Now `act -W .github/workflows/tool-test-general.yml` works locally on
the command line.
Future improvements:
- Offer another way to set the "version" rather than tags; this causes a
longer checkout time.
- Multi-proc the tests and use as many cores as possible?
- Solve for packages downloading?
3.5 minutes isn't terrible.
This auto-formats all *.dart files in the repository outside of the
`engine` subdirectory and enforces that these files stay formatted with
a presubmit check.
**Reviewers:** Please carefully review all the commits except for the
one titled "formatted". The "formatted" commit was auto-generated by
running `dev/tools/format.sh -a -f`. The other commits were hand-crafted
to prepare the repo for the formatting change. I recommend reviewing the
commits one-by-one via the "Commits" tab and avoiding Github's "Files
changed" tab as it will likely slow down your browser because of the
size of this PR.

On a `bringup: true` shard, run a number of `flutter build apk` tests in
succession to try and routinely trigger timeouts and crashes, so we can
test other hypotheses on how to fix this problem (i.e. potentially
around increasing memory, changing daemon configuration, aggressively
killing processes, etc).

Move from `test.dart` into new `runner_utils.dart` file:
- shard calculation related methods + `shuffleSeed` logic
- env variable flag calculation
- runner wrapper methods `runDartTest` and `_runFromList`
Create web tests suite class containing:
- web long running tests
- runWebHtmlUnitTests
- runWebCanvasKitUnitTests
- runWebSkwasmUnitTests
- the associate helper methods with the above
Each error section is numbered, so you can all be sure you're talking about the same one.
A message is printed at the very end telling you how to find the error blocks in the verbose logs.

It turns out this was due to the output-suppression timer introduced
recently as part of cleaning up the output (#109206); on success, the
script would wait 10 minutes for the timeout to expire. This didn't
affect CI because this feature doesn't apply in CI (as detected by
lack of color on stdout.)
Fix the issue by cleaning up the timer on success in the same way
as on failure.
While here, clean up the final summary messages slightly,
and also cut the trailing space that printProgress was leaving
on each line.
* Update packages.
* Add many more global analyses.
* Catch trailing spaces and trailing newlines in all text files.
Before we were only checking newly added files, but that means we
missed some.
* Port the trailing spaces logic to work on Windows too.
* Correct all the files with trailing spaces and newlines.
* Refactor some of the dev/bots logic into a utils.dart library.
Notably, the "exit" and "print" shims for testing are now usable
from test.dart, analyze.dart, and run_command.dart.
* Add an "exitWithError" function that prints the red lines and
then exits. This is the preferred way to exit from test.dart,
analyze.dart, and run_command.dart.
* More consistency in the output of analyze.dart.
* Refactor analyze.dart to use the _allFiles file enumerating logic
more widely.
* Add some double-checking logic to the _allFiles logic to catch
cases where changes to that logic end up catching fewer files
than expected (helps prevent future false positives).
* Add a check to prevent new binary files from being added to
the repository. Grandfather in the binaries that we've already
added.
* Update all the dependencies (needed because we now import crypto in
dev/bots/analyze.dart).
